  5.   dealing with the Timezone issues.  To avoid confusion and conflict,
  6.   and to get the widest possible implementation of timezone routines
  7.   the 1003 group has defered to the X3J11 group -- so that document
  8.   should be reviewed to make sure it addresses this area as well as
  9.   the other concerns that the mod.std.unix group might have.
