  4. The leap second would have to be added at the same time everywhere
  5. (about 00:00 "GMT"), otherwise UTC wouldn't be "coordinated", i.e.,
  6. the same everywhere.  If it sounds weird to stick an extra second in a
  7. random hour in Australia, think of what would happen if UTC was
  8. different between Australia and Britain by one second for several
  9. hours of a random day!
