Forfeit and No-Decision Games
Pete Palmer
A forfeited game is one in which the umpire, having observed any one of a
number of specified flagrant violations of the rules, declares the game over
and awards the decision to the offended team by a score of 9-0. Such games are
relatively rare in major league history, but they have provided scoring
problems--whether to award wins and losses to the contending pitchers, whether
to include batting, fielding, and pitching statistics in the player and team
records, and whether to count such games as victories/defeats for the opposing
manager.
Originally there was no rule that covered wins and losses for pitchers in
forfeits. However, practices indicate that the present rule was followed,
except that wins and losses were also awarded in tie games.
In 1904 forfeits were covered by Rule 26, which made no mention of
whether player stats should be recorded or not. In 1931 the standard covering
forfeits was changed to Rule 24; section 24-11 specified that all stats in a
regulation forfeit should be counted. From 1931 through 1939 there were no
instances of a losing team being ahead at the time of forfeit, so no decisions
were awarded in a manner contrary to present rules. In 1940 Rule 24-11 was
changed; now no win or loss would be accorded a pitcher in a forfeit,
regardless of score. In 1950, a year of massive rules moification, rules were
revised and the question of forfeited games was shifted to Section 10.03. In
1963 this rule was revised to give a win if the team was ahead at the time of
the forfeit, but no decision was to be recorded for pitchers or managers if
the score was tied. During the 1941-62 period, the only case in which the
winning team was ahead at the time of the forfeit was the Giants-Phillies game
in 1949.
This section details the conclusions the editors have reached regarding
how the totals for these forfeit games should be recorded, if at all; in some
cases references is made to the Macmillan Baseball Encyclopedia to illustrate
differences between how a game has been previously regarded and how it is
counted in Total Baseball. We follow with an evaluation of no-decision games,
that is, games that were terminated without a win or loss being awarded to
either club.
Forfeit Games
All forfeit games show the winner listed first. For games in which no win or
loss was awarded, the appended comment "no game" means not a regulation game;
otherwise, the loser was ahead at the time of forfeit. In those cases in which
the team that was ahead at the time of forfeit won, and the game was a
regulation game, the appended comment is "OK" followed by the score. In a game
noted as "OK," a win and loss should be awarded to individual pitchers. The
research of Frank Williams into early scoring practices has indicated that the
rules of the day indicated that in some years tied forfeit games should also
have wins and losses awarded to the pitchers.
In the lists below, the victorious team is presented first. If that team
was the home team, it is followed by "vs" and the visiting team; if the
visiting team was victorious, it is presented first, followed by "at" and the
name of the home team. For a key to the abbreviations used in these tables,
see the last page of the book. The official score of all these games is 9-0.

No-Decision Games
In the National Association of 1871-75, no-decision games were counted in the
records by researcher Michael Stagno and thus are adopted in Total Baseball.
In the National League of 1876-1890, no-decision games were counted by
researcher John Tattersall and thus were adopted by the Macmillan Baseball
Encyclopedia and Total Baseball. In the ensuing period, covered by ICI
research and the computer printouts that ICI deposited at the Hall of Fame,
protested games were not counted. Although they may have been counted in the
official averages, source data for these have been lost. In the 1910-1919
period, protested games were not counted at all. From 1920 to date, protested
games were counted. Because of the effect these games had on the records of
the teams' managers, the managers are listed. For more on this, see the
Introduction to the Manager Roster, criterion number 7.
This list of no-decision games does not include protests that were upheld
in which the game was picked up from the point of protest; it includes only
those games that were thrown out entirely. These games did ultimately come to
a decision.
