England's policy of kidnapping American sailors on the high seas and impressing them into service in the British Navy. Congress could not have known that the British Parliament had already voted to stop impressing American sailors two days before. It took weeks to get word across the Atlantic. By then, of course, the War of 1812 was in full swing.
