  10.     Leyton's desk. Sisko keeps his phaser trained on
  11.     Leyton.

  14.             Admiral, don't you realize what's
  15.             going on here? Even if you win,
  16.             even if you do manage to oust
  17.             Jaresh-Inyo, you still lose. We
  18.             all lose.

  20.     Leyton remains cool and firm in his convictions.

  22.                     LEYTON
  23.             I can't say I agree with you.

  26.             Do you think the other Federation
  27.             worlds are going to sit back and
  28.             let their President be replaced by
  29.             a military dictatorship?

  32.             Hardly a dictatorship, Ben.

  34.     Sisko can't believe what he's hearing. He's having a
  35.     hard time controlling his righteous indignation.

  38.             Overthrowing a legitimately
  39.             elected President and giving
  40.             Starfleet direct control over
  41.             the government? Sounds like a
  42.             dictatorship to me. And I'm sure
  43.             I won't be the only one who thinks
  44.             so.

  46.     But Leyton isn't swayed. He's convinced what he's
  47.     doing is right, and that sooner or later everyone will
  48.     agree with him.

  51.             There'll be some dissenters at
  52.             first. But they'll fall in line
  53.             once they realize strengthening
  54.             Earth is the first step toward
  55.             strengthening the Federation.
