  11.     the crowd has grown to about thirty people (a variety of 
  12.     races, mostly Bajoran, no humans)... the yelling and chants 
  13.     continue as before...

  15.     (Note: all security officers, Starfleet and Bajoran, remain 
  16.     unarmed as a rule.  Starfleet officers report to Sisko.  
  17.     Bajoran deputies to Odo.  A future subplot will deal with 
  18.     conflicts over jurisdiction.)
