  24. Even though I opposed the no-code license, it seems very foolish to discourage
  25. the potential newcomers. Instead of driving them out, we should be doing all
  26. we can to ensure that the majority of the new hams are of the highest possible
  27. quality. No-code is here, it most surely is on 6 and 2, do what you can to
  28. get as many high quality newcomers as you can.

  30. Since the FCC didn't buy my position that the new licensees should be located
  31. above 220 MHz (to supply a critical mass so that manufacturers would promote
  32. equipment for these bands), we're going to have to work much harder to retain
  33. our lightly-used microwave spectrum. (Yes, I know, they passed the same writ-
  34. ten test, they should have full VHF-and-up privileges.)
