  7. The Coupling, Energetics, and Dynamics of Atmospheric Regions (CEDAR) is
  8. a program sponsored by the National Science Foundation (NSF) to enhance
  9. the capability of ground-based instruments to measure the upper
  10. atmosphere and to coordinate instrument and model data for the benefit
  11. of the scientific community.  The CEDAR Data Base (formerly the
  12. Incoherent Scatter Radar Data Base) was formed to collect and disburse
  13. ground-based measurements of the upper atmosphere.  This is
  14. international in scope with both foreign and United States data
  15. suppliers and data users.  Some data users are students doing theses and
  16. this is encouraged to provide more student partusers.
