GERMANY/USA: It's been reported that the new Clinton administration
will propose the merging of Radio Free Europe/Radio Liberty into the
Voice of America. The president of the two stations, Eugene Pell, has
told the RFE/RL Works Council that the proposal is for the two
stations to cease operations on October 1, 1995.
There have been a number of protests: the Chairman of the Latvian
Supreme Council, Anatolijs Gorbunovs, has appealed to President Bill
Clinton not to close the two stations, saying they have been a
significant force in the process of gaining independence in Latvia,
and the rebirth of democracy there is not completed yet.
The US-based Nobel Prize winning Polish writer Czeslaw Milosz has also
appealed for the two stations to stay on the air. Although the Cold
War has come to an end, he argues, a source of sound objective
information is still very much needed in the areas of central and
eastern Europe hit by civil wars. (BBCMS via SCDX)
In a commentary distributed by the Los Angeles Times Syndicate,
William Pfaff, who worked for the RFE/RL supervisory organization when
it was run by the Central Intelligence Agency, says RFE has recovered
from "a not wholly undeserved reputation for recklessness and Radio
Liberty for a reactionary and fairly mindless anti-Communism." He says
that while the need for the stations in some countries with new and
democratic press services has diminished, this is not the case
everywhere.
The VOA's Audience Research Officer, Dr. Kim Elliott, has written an
article called "International Broadcasting on a Budget", supporting
the merger, pointing out that VOA and RFE/RL share 17 languages in
common, which he says is a great waste in resources. He adds that the
United States spends more than twice as much as the BBC for
international broadcasting, nevertheless, employing only half as many
journalists, and attracting half the audience.
He also argues against the proposed introduction of a new Radio Free
China, and calls for the creation of a new autonomous American
international broadcaster. Dr. Elliott also points out "VOA is alone
among international broadcasters in that it does not include
broadcasting to its fellow citizens abroad as part of its mandate",
and urges that the US government avoid competition where the private
sector can do the job, a clear reference to CNN. (SCDX)
GERMANY: Deutsche Welle is to take over all German external
broadcasting with effect from July 1st. It will take on all the
responsibility it currently shares with Deutschlandfunk. It is
expected that Deutschlandfunk will become solely responsible for home

GREECE: Voice of Greece is on the air in English to Europe and America
at 1540-1550 on 15630, 15645 and 17525 kHz, 1903-1915 on 7450 and 9375
kHz, followed on the same frequencies in French at 1915-1930 and

ITALY: 7379.8 Idea Radio, Genova is a new station on shortwave. The
station is very anxious to get reception report, says Technical
Manager Mr. Laudicina. 2 IRC's are required and they asks to wait 60

(Genova) or Via Elsa 11/2, 16152 Genova. Power is 500 watts.

Trans World Radio's summer schedule: In Dutch: 2015-2030 on 1467 kHz
(only Monday). In English: 0640-0820 on 9480 kHz (Sundays until
0845), 2030-2130 on 1395 kHz (except Saturday & Sunday), 2200-2230 on
1467 kHz (Sunday until 2300). In French: 0230-0300 on 216 kHz. In
German: 0345-0415 on 1467 and 6230 kHz, 0730-0745 on 7160 and 9795 kHz
(Sundays until 0815), 1005-1020 on 7160 and 9795 kHz (not on Sunday),
1330-1400 on 7160 and 9795 kHz, 1900-1930 on 1395 kHz, 1930-2000 on
6230 (until 2015 on Sunday, Monday and Tuesday), 1930-2015 on 1467

NETHERLANDS: Radio 3 on 675 kHz MW is no longer available. In the
next few months the Ministry of WVC will determine which commercial
radiostation will use this frequency. Radio 3 is the national
popmusic radiostation now only transmitting on different FM
frequencies throughall the country.
Netherland's Minister of Culture Ms. D'Ancona has decided to continue
broadcasting Radio 1 on 747 kHz AM, because of protests of
truck-drivers and Dutch people, living in foreign countries. This
decision may be not right according to European rules for stations
transmitting on AM and FM at the same time. But now radio 1 (Dutch
newsstation) is broadcasting on both bands. (Remco A.Rutten)

RUSSIA: Radio Seven (Sem) is a new independent radio station in
Samara. Address is Gagarina 6A, 443079 Samara. Programs in Russian,
Tatar, Mordiv, Chivash, German, Polish and Yiddish have been heard.
It operates on 6115 kHz 0600-0700 daily, 0700-0800 Saturdays &
Sundays. Also heard at 0500 and 1300. At other times the station
carries R Kazan programs. The power is 5 kW (some sources says 200 kW,

R Alpha & Omega has expanded its schedule to 1400-1600 on 9795 kHz.

The name 'Radio Moscow' is going to disappear as from March 28. A new
name is mentioned as "Russian Wave". Uncertain is if all languages

SLOVAKIA: Slovak R foreign service broadcasts in Slovak, English,
French, German and Russian. In English the stations transmits as
follows: 1130-1157 on 7345, 9505 and 11990. 2030-2057 on 7345.

SVALBARD: Norwegian coast radio stations are going to start relaying
"Dagsnytt"-bulletins of NRK. Stations are: Vardo Radio on 1713 and
1737 kHz, Hammerfest Radio on 1635 kHz and Svalbard Radio on 1731 kHz.
All are USB. Vardo and Hammerfest broadcasts at 1033, 1600 and 2233
UTC and Svalbard at 0700, 1500 and 1900 UTC. It is also possible that
for example Jan Mayen and Hopen will join later! (DX-News)
UKRAINE: R Lugansk has a local program 0500-0530 and 1600-1615 on 7246

R Ukraine International is scheduled in German at 1800-1855, 2100-2155
and 0000-0055 on 6010, 7240, 9675, 9710, 9860, 11770, 11960 and 15195

A station announcing "Hovorit Ivano-Frankjevsk" was heard on 1584 kHz
in Finland. What station is this? I haven't seen any news about it

UNITED KINGDOM: Wye Valley Radio have won the franchise for High
Wycombe. The program format will cater for a pre-dominantly middle
aged audience, with oldies and classical/easy listening music. They
plan to commence broadcasting on September 1st, 1993 on 1170 kHz.

Offshore special event station Radio North Sea is on the air in April
in Edinburgh. The station is in the ship and broadcasts on 1602 kHz.

The BBC and Radio Korea will begin relays from each other's
transmitters on May 1st. Radio Korea's English service will be relayed
from Britain at 2030, with French at 2100 and German at 2145. The BBC
will be relayed from South Korea in English at 1300-1400 and in
Chinese at 2200-2300. Beginning July 1st, each station will add an
extra hour relay, with Radio Korea's Korean service from Britain at
0630 , and the BBC's Cantonese service from Korea at 2300. However,
