  40. INTRODUCTION
  41.  
  42. We have decided to come forward with this material at this time
  43. because of our commitment to making verified information
  44. available.  We have included herein the documentation for readers
  45. to see for themselves.  We call this the "Confirmation Paper"
  46. because the information presented confirms suspicions held by
  47. some for a long time.
  48.  
  49. The text of this paper is posted on the Computer UFO Network BBS
  50. in electronic form.  Please see the CUFON information sheet
  51. attached.

  54. HISTORY
  55.  
  56. In the late 1940s several well-publicized sightings of
  57. unidentified flying objects (UFO) began what some have
  58. characterized as the 'modern flying saucer era;' that is, the
  59. popular media coverage era.
  60.  
  61. Persons in the government and in the public formed into several
  62. groups of belief about the nature of UFO fueled by the numerous
  63. sightings, especially those by military personnel and other
  64. "credible" witnesses.  The main camps were 1. Interplanetary, 2.
  65. Foreign secret weapon, and 3. Natural phenomena or nonsense.
  66. These attitudes were evident from very early on.
  67.  
  68.  
  69. The Early 1950s
  70.  
  71. This was a very active period.  World War II was just over, the
  72. Korean war was on; turmoil existed an many parts of the world,
  73. the McCarthy Hearings were in full swing.  The fear that fueled
  74. the cold war was rising fast; relations with the U.S.S.R.
  75. increased in belligerence.
  76.  
  77. In terms of UFO, 1952 was the record year for sightings up to
  78. that time.  The big news was the UFO overflights of the Capitol
  79. in Washington D.C. in June and July 1952. {1}
  80.  
  81. We believe that these "Washington National Sightings" were quite
  82. a motivating force within the government structure.  For example,
  83. jet interceptors were scrambled after UFOs, and government
  84. actions which resulted in the meetings of the Robertson Panel in
  85. January 1953 were taken in the "summer of 1952." (Document No.5)
  86.  
  87.  
  88. BACKGROUND
  89.  
  90. Thus, having had, for a long time, a conviction that much of the
  91. attitude and structure of the official situation regarding UFO
  92. today is rooted in the early 1950s, we filed Freedom of
  93. Information Act (FOIA) requests with various organizations for
  94. documents relating to The Robertson Panel.
  95.  
  96. In reply to our request, the Central Intelligence Agency
  97. provided, in October 1991, a packet of documents which were said
  98. to be from a file of previously released papers found during
  99. searches on other subjects.  (See copies CIA cover letter and
  100. released documents enclosed).  Included were a few items of great
  101. interest.
  102.  
  103.  
  104. DOCUMENTS/CONCLUSIONS:
  105.  
  106. The first documents which excited us were the letter from Dr.
  107. H.P. Robertson to Assistant Director/Office of Scientific
  108. Intelligence, CIA, (AD/O/SI) Dr. H. Marshall Chadwell, dated 20
  109. January, 1953, (just a very few days following the official
  110. Robertson Panel meetings), and Dr. Chadwell's reply dated 28
  111. January, 1953. (Documents Nos.2 and 3).
  112.  
  113. While discussing schedules, Dr. Robertson mentions "NSA group
  114. meeting."  Even though the National Security Agency is listed in
  115. 'copy to lists' on a very few unverified documents purportedly
  116. from the era, this is, to our knowledge, the earliest mention of
  117. the National Security Agency having involvement with UFO; just a
  118. few months after its creation.  This mention is confirmatory of
  119. Air Force Capt. E.J. Ruppelt's mention of "the Puzzle Palace"
  120. giving orders in those years in his excellent book The Report on
  121. Unidentified Flying Objects.{2}  This "nickname" for the NSA was
  122. not widely known until the publication of James Bamford's The
  123. Puzzle Palace in 1982.  This also confirms the suspicions about
  124. the NSA's role regarding UFO that some researchers have held for
  125. a long time.  Some have speculated on this role; here is
  126. verification that the NSA has had an interest in UFO from its
  127. inception.

  144. When you combine the fact that the CIA convened the Robertson
  145. Panel, (well known and confirmed by documents in this release),
  146. the fact that Dr. Robertson was picked by the CIA to head the
  147. Robertson Panel, and the description of Dr. Robertson as an "OSI
  148. Consultant," (Document No.5), we feel that the probability that
  149. UFO was on the agenda of the NSA working group meetings is very
  150. high.
  151.  
  152.  
  153.      So we now have one clear tie between the secretive
  154.      National Security Agency and UFO very very early in the
  155.      life of the NSA.
  156.  
  157.  
  158. The next documents which excited us were documents No.'s 4 & 5.
  159. The statement in Document No. 5 that the Robertson Panel was
  160. convened "by IAC action" and "with the concurrence of the IAC" in
  161. document No. 4, led to three important findings.
  162.  
  163. First, IAC is the Intelligence Advisory Committee, an interagency
  164. group created in 1947.  The IAC was composed of the heads of the
  165. intelligence agencies, with the Director of Central Intelligence
  166. as chairman.  Among the others seated on the IAC was the Director
  167. of the NSA.{8}
  168.  
  169.  
  170.      So here is a second link between the NSA and UFO.
  171.  
  172.  
  173. Secondly, Document No. 4, is from the "Secretary, Intelligence
  174. Advisory Committee", distributing copies of the Robertson Panel
  175. report to various agencies.  This shows that the IAC, in
  176. distributing copies of the Robertson Report was taking, at the
  177. least, a coordinating role in this particular UFO matter; a Panel
  178. which supposedly established policies.
  179.  
  180.      This IAC information is very important because it shows
  181.      an awareness of and actions taken regarding UFO at a
  182.      very high level of the government.
  183.  
  184.      Third, the level of officialdom from which the order to
  185.      convene the Robertson Panel came has been elevated
  186.      'stairstepwise' over the years as information is
  187.      declassified.  First it was the Air Force, then the CIA
  188.      and now the IAC; a level definitely above the CIA.
  189.  
  190. Another high level government agency is mentioned in Document
  191. No.4, the National Security Resources Board (NSRB).  This board
  192. was established by act of July 26, 1947 (61 Stat. 499), was
  193. transferred to the Executive Office of the President in August
  194. 1949.  Functions of Board transferred to Chairman, and Board made
  195. advisory to him in July 1950.  Functions of Board transferred to
  196. Office of Defence Mobilization by Executive order 10438 of March
  197. 1953.  Board abolished in June 1953, and remaining functions
  198. transferred to Office of Defence Mobilization.{10}
  199.  
  200. Additional material which supports our conclusions about the high
  201. levels of the government structure at which this subject is
  202. handled is revealed in another document originally released to
  203. Citizens Against UFO Secrecy (CAUS). (Document No.6)  The
  204. Assistant Director for Scientific Intelligence, CIA (AD/SI), Dr.
  205. H. Marshall Chadwell, in a memorandum for General Walter B.
  206. Smith, the Director of Central Intelligence (DCI), notes some
  207. national security implications of the many UFO sightings and
  208. states "... immediate research and development on this subject
  209. must be undertaken."  He includes draft memorandum to the
  210. National Security Council (NSC), and a draft National Security
  211. Directive (NSCID) establishing a government-wide research and
  212. development project on UFO.
  213.  
  214. The two most important items here are:
  215.  
  216. 1. The National Security Council is the highest level group over
  217. the intelligence and military organizations of the United States.
  218. It is part of the Executive Office of the President of the Unites
  219. States; the President sits on the NSC.
  220.  
  221. 2. The effort to establish a serious government-wide UFO research
  222. and development effort is in direct conflict with the conclusions
  223. and recommendations of the Robertson Panel which met just one
  224. month later.
  225.  
  226. There are additional references in the literature to the National
  227. Security Council (NSC) having involvement with the Robertson
  228. Panel.{14}
  229.  
  230.  
  231. THE NATIONAL SECURITY AGENCY
  232.  
  233. As stated, some researchers have long thought that the NSA has
  234. played an important role in the UFO subject area.  This was the
  235. subject of the "Ice Documents" Press Conference held at the
  236. National Press Club, Washington, D.C., presented by Mr. Dale
  237. Goudie and Mr. Christian Lambright, June 25, 1987.
  238.  
  239. To support that the NSA has a continuing interest in UFO and
  240. considers some aspects of UFO as national security matters, we
  241. cite the story of the Citizens Against UFO Secrecy (CAUS) legal
  242. battle with the NSA.
  243.  
  244. In the mid-1970s, in reply to FOIA requests for UFO information,
  245. the NSA was denying any interest in UFO.  After several
  246. unsuccessful attempts to obtain UFO-related documents from the
  247. NSA, a lawsuit was filed.  The court upheld the NSA's denial of
  248. access, as subsequently did an appeals court.  Although a
  249. petition was filed, the Supreme Court refused to hear the case.
  250.  
  251. The 135 known NSA UFO-related documents, and very probably a much
  252. larger number of unknown documents remain secret.{11}

  270. THE "ROBERTSON PANEL"
  271.  
  272. The Scientific Advisory Panel on Unidentified Flying Objects held
  273. meetings in mid January, 1953; this is well known and has been
  274. reported in many publications.
  275.  
  276. The makeup, subject matter and proceedings of the Panel are
  277. revealed in two well known documents: "The Report of the
  278. Scientific Advisory Panel on Unidentified Flying Objects,"
  279. commonly known as the "Robertson Report," and the "Report of
  280. Meetings of Scientific Advisory Panel on Unidentified Flying
  281. Objects," known as the "Durant Report."{1}
  282.  
  283. Several of the Robertson Panel members had military and/or
  284. intelligence backgrounds. In the 4 days that the Panel met, they
  285. reportedly examined case files, various reports, charts and
  286. graphs, heard briefings from several people, viewed films,
  287. considered, decided on and wrote its conclusions and
  288. recommendations.  Hardly enough time to seriously study the
  289. subject.  For these and other reasons, we conclude that the
  290. Robertson Panel was a device to 'debunk' the reality of UFO, and
  291. to placate a nervous public.{13}  Further references to the
  292. 'orchestration' of the Robertson Panel exist in the literature.{15}
  293.  
  294. We submit that a similar recipe was used to create the Condon
  295. Committee in 1968-1969.  The Condon study, conducted from the
  296. University of Colorado under contract to the United States Air
  297. Force has been roundly criticized by many.
  298.  
  299. The Panel concluded in its report that (UFO's do not) "...
  300. constitute a direct physical threat to national security," and
  301. "... there is no evidence that the phenomena indicates a need for
  302. the revision of current scientific concepts," and "the continued
  303. emphasis on the reporting of these phenomena does ... result in a
  304. threat to the orderly functioning of the protective organs of the
  305. body politic," citing clogging of communications channels by UFO
  306. reports.  The Panel recommended "That the national security
  307. agencies take immediate steps to strip the UFO's of the special
  308. status they have been given and the aura of mystery they have
  309. unfortunately acquired," and "That the national security agencies
  310. institute policies on intelligence, training and public education
  311. designed to prepare the material defenses and the morale of the
  312. country to recognize ... true indications of hostile intent or
  313. action."
  314.  
  315. What had not been reported in the 1950s, although suspected by
  316. many, was that the Central Intelligence Agency/Office of
  317. Scientific Intelligence (CIA/OSI) actually convened the Panel
  318. rather than the announced United States Air Force Air Technical
  319. Intelligence Center (ATIC), Wright-Patterson Air Force Base,
  320. Ohio.  This has been verified in documents released by the CIA
  321. under the freedom of Information Act (FOIA), including the papers
  322. released to us in October, 1991.
  323.  
  324. What is new and important here is that the documents released to
  325. us by the CIA under the FOIA show that it was a Committee above
  326. the CIA that actually ordered or recommended that what became the
  327. Robertson Panel.  Again, we contend that this clearly shows that
  328. the 'management' of the UFO subject went, and still goes to the
  329. highest levels of our government.
  330.  
  331. Also, Dr. Robertson himself has long been suspected to have been
  332. a member of the intelligence community, namely the CIA.  The
  333. documents released to us not only confirm this, naming Dr.
  334. Robertson as an "OSI consultant" (Office of Scientific
  335. Intelligence, CIA), but further identifies him as a member of
  336. "NSA group meetings" tying him to the super-secret National
  337. Security Agency as well.
  338.  
  339.  
  340. MORE ON THE INTELLIGENCE ADVISORY COMMITTEE
  341.  
  342. The Intelligence Advisory Committee (IAC) was created in 1947 to
  343. coordinate the establishment of priorities for intelligence
  344. collection and analysis between the various Departments.3  The
  345. IAC worked mainly through specialized interdepartmental
  346. subcommittees.{3}  One such subcommittee was the Economic
  347. Intelligence Committee which produced reports based on foreign
  348. economic information.{4}  In 1958, the IAC was merged with the
  349. National Communications Intelligence Board (USCIB) to form the
  350. United States Intelligence Board (USIB).{5}  In 1976, the USIB
  351. became the National Foreign Intelligence Board (NFIB).  The
  352. Director of the NSA still sits on the NFIB as do the heads of the
  353. top intelligence agencies.{12}
  354.  
  355. The IAC served its coordinating functions under the aegis of the
  356. National Security Council, an element of the Executive Office of
  357. the President of the United States.
  358.  
  359. Some of the super-secret National Security Council Intelligence
  360. Directives which some contend form the real goals and structure
  361. of the CIA rather than the National Security Act of 1947 and the
  362. "CIA Act" of 1949 may have been drafted by the IAC.{6}
  363.  
  364. One well documented book states that the IAC was merely a
  365. "superstructure" because of a statutory lack of budgetary
  366. authority, and because the Committee did not give the Director of
  367. Central Intelligence any direct control over the various
  368. organizations in the intelligence community.{5}  Authors David Wise
  369. and Thomas Ross contend that the IAC was much more; they describe
  370. the IAC as "a board of directors of the covert government."{6}

  388.  
  389. We submit that one reason these small bits of information are so
  390. important is that logically, such matters being managed at the
  391. IAC level would naturally be contained in briefings and
  392. intelligence estimates for the National Security Council and
  393. therefore for the President.
  394.  
  395. Back in the early 1950s, the faction of military, and
  396. intelligence agencies that espoused the 'foreign secret weapon'
  397. theory of UFO origin, others infected with cold war nerves, and
  398. strategic planners feared that reaction to UFOs could present a
  399. great danger to the United States.  Author Tim Weiner, quoting
  400. National Security Council Directive NSC-68, has Paul Nitze, a
  401. primary nuclear strategist, saying that "1954 was the year of
  402. maximum danger" of a Russian nuclear attack.{9}
  403.  
  404. The Robertson Panel report showed a fear of clogging of
  405. communication channels by UFO reports when these channels might
  406. be otherwise needed.  Implicit in this view was a fear of the
  407. U.S.S.R. using a UFO "flap" to mask a first strike attack.  No
  408. doubt there was also concern over either side mistaking UFOs for
  409. incoming missiles.{1}
  410.  
  411. We submit that our nuclear and war strategists probably also
  412. considered the possibility of using UFOs to mask a first strike
  413. of our own.  It seems that in thoroughly thinking out such
  414. strategies, such a plan must have been considered, among many
  415. others.
  416.  
  417.  
  418. SUMMARY
  419.  
  420. We have shown two documented links between the National security
  421. Agency and the subject of UFO in the 1950s.  One in the first few
  422. months of the NSA's creation, and the other 5 years later.
  423.  
  424. Through these few documents, we have shown that at least some of
  425. the 'management' of the UFO question goes right to the highest
  426. levels of the United States Government; that there (at least has
  427. been, and by inference, still is) more than an occasional
  428. involvement of the top government levels.
  429.  
  430. We have finally conclusively shown that Dr. H.P. Robertson was
  431. indeed closely linked to intelligence groups including the CIA
  432. and the NSA.
  433.  
  434. We have confirmed that UFO was a matter that was considered in
  435. some nuclear strategic planning, and may have provided one method
  436. of cover in planning for an American nuclear first strike against
  437. the U.S.S.R.
  438.

  608.      And finally, for your information, there is no organized
  609. Central Intelligence Agency effort to do research in connection
  610. with the UFO phenomena, nor has there been an organized effort
  611. to study or collect intelligence on UFOs since the 1950s.  At
  612. that time, the Air Force, specifically the Air Technical
  613. Intelligence Center at Wright Patterson Air Force Base, had the
  614. primary responsibility for the investigation of all reports of
  615. UFO sightings.  The CIA's role was in connection with a
  616. Scientific Advisory Panel, established to investigate and
  617. evaluate reports of UFOs. The panel was concerned only with
  618. any aspect of the UFO phenomena which might prove to present a
  619. potential threat to the United States national security.  The
  620. panel later issued a report of its findings, the Report of the
  621. Scientific Panel on Unidentified flying Objects-17 January
  622. 1953, also known as the Robertson Report.  The report was
  623. released by the Air Force Office of Public Information on
  624. 9 April 1958.  The Air Force investigation, called Project
  625. Bluebook, was terminated in 1969.  We understand that the Air
  626. Force turned its records on this subject over to the National
  627. Archives and Records Administration (NARA) where they are
  628. available for inspection and purchase.

  917.                 The Air Force and Navy (including the Navy's
  918. PIC) supported the study.  Phil says the report was extremely
  919. thorough and was distributed to the IAC.  (Copy attached,
  920. the last two pages contain the summary.)
  921.  
  922.                 2.  Since the study was made (17 January 1953)
  923. OSI has maintained a watching process on UFO.  Although very few
  924. reports are received, those which do appear are examined by the
  925. following units:  If concerning natural phenomena, they are turned
  926. over to the Geo-Physics Unit of the Fundamental Sciences Division
  927. in OSI.  If they concern the hardware aspects of flying craft, they
  928. are turned over to the former Weapons Unit concerned with aircraft
  929. in the Applied Sciences of OSI.  Gen. Watson, ATIC, (Phil
  930. Strong believes) maintains one or two officers following the UFO
  931. question.  this ATIC effort is all that is left of an earlier,
  932. larger Air Force Project called "Blue Book." (Copy of Project re-
  933. port dated 5 May 1955 is attached - conclusions are on p. 94).
  934. Concerning take on this question, phil states that very little comes
  935. in and that nothing has been received of importance.  two or three
  936. years ago [BLACKED] reported seeing a flying saucer in vertical
  937. take-off in the Soviet Caucasus, but nothing was developed by in-
  938. telligence. (Analysis of this case is attached.)  This incident is
  939. the only "flap" that Phil can remember.
  940.  
  941.                 3.  I asked Phil point-blank if the unexplained
  942. category could include actual secret Soviet advanced aeronautical
  943. equipment.  he replied, "Conceivably, yes."  However, speaking from
  944. memory he felt that the possibility existed that if further informa-
  945. tion was obtainable, the remaining small percentage of unknowns
  946. might be explained.
  947.  
  948.                 4.  I asked Phil point-blank if there was any
  949. special collection going on against UFO targets.  he replied that
  950. there was no collection as such but that radical aeronautical design
  951. advances not limited to flying saucer types was a high priority
  952. collection requirement.  In this regard he added that OSI has no
  953. information concerning new Soviet design which would indicate possi-
  954. ble construction of flying saucer type aircraft.  the Applied Sciences
  955. Division of OSI and ATIC work closely together in following radical
  956. new designs and advances by the Soviets.

  966.               5.  For your information I learned from Howerton
  967. and Strong that the British and Canadians have a very sensitive
  968. project in this field.  Apparently the Canadians run this project
  969. which has completed the design of a flying saucer.  Howerton
  970. states that he has seen the prototype.  howerton describes the
  971. saucer as "just that" in shape with jets on the circumference.
  972. The jets are in vertical position for take-off and are shifted
  973. horizontally for forward movement.  Strong, speaking from memory,
  974. believed the design called for operations at 80,000 feet or better.
  975. The responsible aircraft company is the Avril, a jointly-owned
  976. British and Canadian outfit.  According to Strong, the USAF ini-
  977. tially provided some of the funds, but is no longer doing so.
  978. Howerton advised that the Air Force has "some projects" along this
  979. line.

  1025.      1.  On 20 August, the DCI, after a briefing by OSI on the above
  1026. subject, directed the preparation of an NSCID for submission to the
  1027. Council stating the need for investigation and directing agencies
  1028. concerned to cooperate in such investigations.
  1029.  
  1030.      2.  In attempting to draft such a directive and the supporting
  1031. staff studies, it became apparent to DD/I, Acting AD/SI and AD/IC
  1032. that the problem was largely a research and development problem, and
  1033. it was decided by DD/I to attempt to initiate action through R&DB.
  1034. A conference was held between DI/USAF, Chairman R&DB, DD/I, Acting
  1035. AD/SI and AD?IC at which time it was decided that Dr. Whitman, Chairman
  1036. od R&DB, would investigate the possibility of undertaking research and
  1037. development studies through Air Force agencies.
  1038.  
  1039.      3.  On approximately 6 November, we were advised by Chairman,
  1040. R&DB, that inquiries in the Air Staff did not disclose "undue concern"
  1041. over this matter, but that it had been referred to the Air Defence
  1042. Command for consideration.  No further word has been received from
  1043. R&DB.
  1044.  
  1045.      4.  Recent reports reaching CIA indicated that further action was
  1046. desirable and another briefing by the cognizant A-2 and ATIC personnel
  1047. was held on 25 November. At this time, the reports of incidents convince
  1048. us that there is something going on that must have immediate attention.
  1049. The details of some of these incidents have been discussed by DD/SI
  1050. with DDCI.  Sightings of unexplained objects at great altitudes and
  1051. travelling at high speeds in the vicinity of major U.S. defense in-
  1052. stallations are of such a nature that they are not attributable to
  1053. natural phenomena or known types of aerial vehicles.
  1054.  
  1055.      5.  OSI is proceeding to the establishment of a consulting group
  1056. of sufficient competence and stature to review this matter and convince
  1057. the responsible authorities in the community that immediate research
  1058. and development on this subject must be undertaken.  This can be done

  1061.      6.  Attached hereto is a draft memorandum to the NSC and a simple
  1062. draft Directive establishing this matter as a priority project
  1063. throughout the intelligence and the defense research and development

  1087.      1.  The Central Intelligence Agency has reviewed the current
  1088. situation concerning unidentified flying objects which have caused
  1089. extensive speculation in the press and have been the subject of
  1090. concern to Government organizations.  The Air Force, within the
  1091. limitations of manpower which could be devoted to the subject, has
  1092. thus far carried the full responsibility for investigating and
  1093. analyzing individual reports of sightings.  Since 1947, approxi-
  1094. mately 2000 official reports of sightings have been received
  1095. and, of these, about 20% are as yet unexplained.
  1096.  
  1097.      2.  It is my view that this situation has possible implications
  1098. for our national security which transcend the interests of a single
  1099. service.  A broader, coordinated effort should be initiated to
  1100. develop a firm scientific understanding of the several phenomena
  1101. which apparently are involved in these reports, and to assure
  1102. ourselves that the incident will not hamper our present efforts
  1103. in the Cold War or confuse our early warning system in case of
  1104. an attack.
  1105.  
  1106.      3.  I therefore recommend that this Agency and the agencies
  1107. of the Department of Defense be directed to formulate and carry
  1108. out a program of intelligence and research activities required to
  1109. solve the problem of instant positive identification of unidenti-
  1110. fied flying objects.  A draft of an appropriate directive is
  1111. attached.

  1139. graphs d and e thereof, the National Security Council hereby
  1140. authorizes and directs that:

  1142.           1.  The Director of Central Intelligence shall formulate
  1143.      and carry out a program of intelligence and research activi-
  1144.      ties as required to solve the problem of instant positive
  1145.      identification of unidentified flying objects.

  1147.           2.  Upon call of the Director of Central Intelligence,
  1148.      Government departments and agencies shall provide assistance
  1149.      in this program of intelligence and research to the extent
  1150.      of their capacity provided, however, that the DCI shall
