The vacuum created by the condenser draws steam out of the cylinder. This causes the pressure beneath the piston to become lower than the air pressure above the piston. The higher air pressure at the top pushes the piston down.
Another one of Watt's developments was the use of a "steam jacket" around the piston cylinder to keep the cylinder hot. This prevented steam from condensing inside the piston cylinder.
