  3. N-1-2-050  NSF to Establish New Network Information

  7. The National Science Foundation has released a solicitation for network
  8. information services for NSFNET and the NREN.  The five year project
  9. will take the form of a cooperative agreement between the NSF and the
  10. selected management organization.  NSF has indicated that it may
  11. divide the project work and make more than one award.
  12.  
  13. Awards of this type fall under the U.S.  Federal Cooperative Agreement
  14. Act, which is intended to encourage joint ventures between the
  15. government and public and private sector organizations on projects of
  16. common interest, with all parties contributing resources to the scope
  17. of work.  NSF has announced that approximately U.S.$2 million are
  18. available from its network funds for the project.
  19.  
  20. The new NIS will consolidate and replace several existing network
  21. services efforts in the U.S., including those provided by Bolt Beranek
  22. and Newman, Merit, and SRI/GSI.
  23.  
  24. Based on an assessment of NIS needs and requirements developed during
  25. a workshop held in mid-1991, the solicitation gives priority to
  26. delivery of the services summarized below.  The major conclusion of
  27. the workshop was that a distributed model should be adopted, with end
  28. users receiving support from their local services units to the
  29. greatest extent possible.  The central network services organization
  30. therefore will function as a "NIS for NIS's."
  31.  
  32.      - Registration Services.  The new NIS provider 
  33.        will be responsible for Internet network 
  34.        number assignment, domain name registration, 
  35.        and autonomous system number assignment.  The 
  36.        U.S. Department of Defense requirements will 
  37.        be handled within the DOD.
  38.  
  39.      - Directory and Database Services.  A master 
  40.        "Directory of Directories" is to be 
  41.        maintained, covering network resources, 
  42.        network organizations, institutions and end 
  43.        user names.  The solicitation asks that 
  44.        "proposed directory implementations should 
  45.        utilize distributed database and other 
  46.        advanced technologies wherever practicable."

  48.      - Information Services.  Major services to be 
  49.        provided include a Network Reference Desk and 
  50.        Coordination Services for all NIS and NOC 
  51.        organizations on NSFNET and the NREN.  It is 
  52.        intended that the new provider function as a 
  53.        "NIS of first resort" and a "NIS of last 
  54.        resort" for end users.  By this is meant that 
  55.        the central NIS organization will offer 
  56.        information services that assist an end user 
  57.        in finding a source of local support and 
  58.        connection, as well as dealing with situations 
  59.        in which a user, for one reason or another, 
  60.        has been unable to resolve a problem locally.

  62. Proposals are due May 18 and an award is anticipated in the summer of
  63. 1992.
