  1. 050.01  NSF to Establish New Network Information

  5. The National Science Foundation has released a solicitation for network
  6. information services for NSFNET and the NREN.  The five year project
  7. will take the form of a cooperative agreement between the NSF and the
  8. selected management organization.  NSF has indicated that it may
  9. divide the project work and make more than one award.
  10.  
  11. Awards of this type fall under the U.S.  Federal Cooperative Agreement
  12. Act, which is intended to encourage joint ventures between the
  13. government and public and private sector organizations on projects of
  14. common interest, with all parties contributing resources to the scope
  15. of work.  NSF has announced that approximately U.S.$2 million are
  16. available from its network funds for the project.

  18. The new NIS will consolidate and replace several existing network
  19. services efforts in the U.S., including those provided by Bolt Beranek
  20. and Newman, Merit, and SRI/GSI.
  21.  
  22. Based on an assessment of NIS needs and requirements developed during
  23. a workshop held in mid-1991, the solicitation gives priority to
  24. delivery of the services summarized below.  The major conclusion of
  25. the workshop was that a distributed model should be adopted, with end
  26. users receiving support from their local services units to the
  27. greatest extent possible.  The central network services organization
  28. therefore will function as a "NIS for NIS's."
  29.  
  30.          - Registration Services.  The new NIS provider
  31.            will be responsible for Internet network
  32.            number assignment, domain name registration,
  33.            and autonomous system number assignment.  The
  34.            U.S. Department of Defense requirements will
  35.            be handled within the DOD.

  37.          - Directory and Database Services.  A master
  38.            "Directory of Directories" is to be
  39.            maintained, covering network resources,
  40.            network organizations, institutions and end
  41.            user names.  The solicitation asks that
  42.            "proposed directory implementations should
  43.            utilize distributed database and other
  44.            advanced technologies wherever practicable."

  46.          - Information Services.  Major services to be
  47.            provided include a Network Reference Desk and
  48.            Coordination Services for all NIS and NOC
  49.            organizations on NSFNET and the NREN.  It is
  50.            intended that the new provider function as a
  51.            "NIS of first resort" and a "NIS of last
  52.            resort" for end users.  By this is meant that
  53.            the central NIS organization will offer
  54.            information services that assist an end user
  55.            in finding a source of local support and
  56.            connection, as well as dealing with situations
  57.            in which a user, for one reason or another,
  58.            has been unable to resolve a problem locally.

  60. Proposals are due May 18 and an award is anticipated in the summer of
  61. 1992.
