  6. The former Baltic Soviet Union states are now independent
  7. countries.  Internally a lot of problems exist.  The
  8. infrastructures needs improvement, especially in
  9. telecommunications.  Several activities have started to support
  10. these efforts from UN/UNESCO and various national groups.  A
  11. particular interest has been expresed by the Nordic countries to
  12. support the Baltic countries.
  13.  
  14. Swedish Telecomm has made agreements to help build new
  15. telecommunications infrastructures in Estonia and Latvia.  This
  16. effort plans to open a radio-link from Helsinki to Tallinn to
  17. Tartuu to Riga for general phone services at 34 Mbps.  A longer
  18. term plan is to improve infrastructure by installing fiber and
  19. new digital switching capabilities.  Lithuania is said to have
  20. collaborations with US and Danish carriers.

  22. Generally equipment for networking has been very scarce.  A year
  23. ago, all that existed was a mix of PCs and IBM and VAX/PDP11
  24. look-alikes in small numbers.  Several donations has been made of
  25. modern equipment, and more are planned by individuals,
  26. universities and companies.

  28. Dial-up based UUCP capabilities have been used for a few years.
  29. The poor telecommunications infrastructure makes international
  30. dial-up connections hard.  Tallinn in Estonia has acted as an
  31. intermediate hub for international traffic via Finland, supported
  32. by Finnish EuroOpen and NORDUnet.  UUCP based traffic is also
  33. routed from Latvia through RELCOM/Moscow to Finland.

  35. NORDUNET & NORDUnet has made an application to the Nordic Council
  36. of Ministers to help establishing networking services to the R&D
  37. sector in the Baltic countries.  The application is pending a
  38. decision in May -92.  UNESCO has funded a project called Baltbone
  39. to interconnect the three Baltic countries.

  41. In Estonia, two new links has been established from Tallinn resp
  42. Tartu to Stockholm/KTH/NORDUnet.  The links are 64 kbps satellite
  43. connections supported by US and Swedish funds.  The services will
  44. be Internet based.  Router equipment is still lacking, but
  45. hopefully services will be started shortly.  An agreement has
  46. been made between NORDUnet and the Estonia platform ESTNET, with
  47. membership from the major Universities.  An application to
  48. register the Estonian top-level domain .EE has been made to the
  49. NIC.  Primary DNS-service is provided by KTH in Sweden.  There is
  50. also a link planned in between Helsinki and Tallinn supported by
  51. the Finnish Ministry of Education.

  54. In Lithuania, an X.400/X.25 9600 bps connection is established
  55. from Vilnius/Academy of Sciences to Norway.  This connection is
  56. supported by the Norwegian government.  An interim agreement has
  57. been made with NORDUnet to relay email to/from Internet.  An
  58. application is about to be submitted to register the Lithuanian
  59. top-level domain .LT.  DNS service support will be made from
  60. Norway/UNINETT.  There are plans for full Internet services in
  61. the future.  A link is planned from Lithuania to Moscow to
  62. establish EARN connectivity.

  64. Lativa has formed a group to support the formation of a joint
  65. computer communications facility, the Communications Center of
  66. Latvian Universities (CCLU).  CCLU is prepared and ready to take
  67. on the responsibility of administrating the IP network connection
  68. into Latvia.  Formal application for the .LV top-domain is
  69. pending.  Other networking interests has been expressed from the
  70. Academy of Sciences and RELCOM activities in Latvia.
