  9.   REICYT is a project to build a Computer Network and  an On Line
  10. Information Service from  the University  Libraries.  Designed to
  11. serve a community of interest in Science, Technology and Academic
  12. sectors,  it responds  to the Ecuadorian Government's petition to
  13. the  Inter  American    Bank  (BID)  accordind  to  modernization
  14. priority.

  16.   The  main  goal  is to establish   INTERNET Electronic Mail and
  17. others Academic  Services.  The  Central Bank  of Ecuador already
  18. manage an Information Service (designed  for different purposes).
  19. For  national  economic  reasons,  it  has been  decided to share
  20. resources,  in particular  in  term  of  satellite communication.
  21. Another important objective of the project is  to  prepare users,
  22. administrators and  specialists  in  the  use  and  operations of
  23. academics networks (transfer of technology).

  26. SPECIFIC OBJECTIVES:
  27.  
  28. 1-Create  an office for the administration  and operation  of the
  29. network.
  30. 2-Connect  six Universities,  the  Conacyt (National  Council for
  31. Science  and  Technology)  Office,  and  an  Information  Service
  32. (SIGMA: Sistema de Informacion Gerencial Macroecomonico) from the
  33. Central Bank of Ecuador.
  34. 3-Consolidate Libraries Services at some of the  Universities, so
  35. to allow data and services exchanges.
  36. 4-Train Information Specialists.
  37. 5-Strengthen   SIGMA  Information  Service  infrastructure  so to
  38. increase user access figures.

  41. COVERAGE:
  42.  
  43.   REICYT will connect 9  Institutions.  Three main cities conform
  44. the  national  backbone:   Quito,   Guyayaquil  and  Cuenca.  The
  45. connections between  them will be  via leased lines  at 9.6 Kbps.
  46. The international link  to  the Internet  will  be  via satellite
  47. antenna  at 64Kbps   located in Quito  and connecting Princeton's
  48. JVNCnet.  Furthermore,  REICYT  will interconnect the libraries's
  49. universities in  Ecuador.  The  users  will  gain  access locally
  50. within  the    connected  institutions  (LAN's),  or  by  dial-up
  51. connections (a total of 25 telephone line is forecasted).

  53. PROTOCOL
  54.  
  55.   TCP/IP was selected as the protocol. First, because there is no
  56. national X25  network to support the   transport. Second, because
  57. REICYT will  be  interconnected  to  the  Internet.  Third, since
  58. REICYT is considered to  be a  pilot experiment and  will be used
  59. for training nationals in networking technology, the state of the
  60. art had to be selected.  Fourth, since the main services  will be
  61. Electronic Mail and File Transfer,  TCP/IP will be adapted to the
  62. expected  traffic between Ecuador  and  the  Internet,  until the
  63. users learn the real possibilities of this network. The seven OSI
  64. levels will be covered at the time the Universities start  to add
  65. information services for end-users.

  79.   The  main  criteria  for  selecting  the  Universities  was the
  80. characteristics  of  the  population  of  Scientist, Researchers,
  81. Teachers and Students.  Data for this analysis was taken from the
  82. studies   and   statistics  of   CONUEP   (National   Council  of
  83. Universities and Polytechnics  Schools).   The main  indicator is
  84. that  an  Institution  having  more  than  80  scientists  and/or
  85. researchers  will  have  a  direct  connection  to  the  national
  86. backbone,  as well as the university grouping the  biggest amount
  87. of  students  and teachers  in Ecuador.  Central Bank of Ecuador,
  88. which manages SIGMA and the Documentation and  Information Center
  89. (CID)  serving information about micro and macroeconomics  to the
  90. Ecuadorian community was added to  the list,  as  well  as REICYT
  91. Office and Conacyt.

  94. PROJECT CHARACTERISTICS

  96.    The total investment  will  be  around  1.5 Million of US
  97. Dollars.  There will  be  two phases,  of,  respectively, 18
  98. and 6  months.  After phases completion, there will be a one
  99. year operation covering of the project.

  102. 1st Phase:
  103. -Install REICYT's Office.
  104. -Subscribe Internet connection via JVNCA Princeton
  105. -Get Internet Address
  106. -Install the Terrestrial Satellite Antenna
  107. -Adjust Operational Cost and Investment
  108. 2nd phase:
  109. -Checking and correction of all items
  110. -Install Local Area Networks at the University's  Campuses.

  112.   The feasibility study was completed   in  last february and the
  113. project expected to start within few months.
