  84.  Why do only 26% of the advertised hosts answer a ping?
  85.     Many advertised hosts are behind firewalls that only allow email
  86.     to get through.  Technically, they would not be considered hosts
  87.     that are directly on the Internet.  Smaller hosts such as PCs might
  88.     be turned off when they are not in use.  Also, some pings are probably
  89.     lost due to links being down, and/or problems with the pinging process.
