  11. The IETF Dial-Up Roaming Requirement BOF was initiated by Glen 
  12. Zorn of Microsoft and held in Montreal on June 28th, 1996. Between 50-
  13. 70 people attended the meeting.

  15. Why Are You Here?
  16. -----------------
  17. The group was asked what interested them about the problem. Several 
  18. opinions were expressed, including:
  19.  
  20. - an interest in seeing small ISPs being able to offer wider service, 
  21. and compete with national and international service providers 
  22.  
  23. - the desirability of standardized, interoperable implementations 
  24.  
  25. - an interest in the use of Virtual Private Networks, based upon 
  26. generic internet service
  27.  
  28. Strawman Framework
  29. ------------------
  30. Bernard Aboba of Microsoft presented a strawman framework for 
  31. describing the problem. This framework included discussion of phone 
  32. number
  33. presentation, phone number exchange, phone book compilation, phone 
  34. book update,
  35. connection management, authentication, NAS 
  36. configuration/authorization, security,
  37. routing and accounting.

  39. Working Group Formation
  40. -----------------------
  41. Consensus was reached that the formation of a new working group was 
  42. appropriate. The proposed WG will be called "roamops". The mailing 
  43. list will be at roamops@nsmx.rutgers.edu. In addtion, there will be a 
  44. WWW-accessible archive of relevant documents created (also at 
  45. Rutgers) to support the initial work of the group (see "Goals and 
  46. Milestones", below). The WG charter will be produced using the BOF 
  47. minutes as a guide.

  49. Scope of Work
  50. -------------
  51. The following items were agreed to be within the initial scope of the 
  52. proposed Working Group:
  53. - Description of existing roaming implementations - Mechanisms for 
  54. phone book presentation, compilation, update, 
  55. and exchange
  56. - Authentication mechanisms
  57. - Cooperation with the NASREQ-NG, Mobile IP and other IETF 
  58. working groups to identify the issues which need to be addressed by the 
  59. roamops group (as opposed to issues being worked by other groups)
  60. - Interoperability among NAS accounting protocols (probably 
  61. through a standardized file format).
  62.  
  63. All business issues regarding the operation of an ISP roaming network 
  64. (such as settlement and billing methods) are specifically NOT in the 
  65. scope of the roamops WG and will not be discussed.

  67. Goals and Milestones
  68. --------------------
  69. The group agreed to the following milestones: - a charter ready for 
  70. submission by 8/1/96. The charter will be 
  71. created using the minutes for guidance, and will focus on the ISP 
  72. roaming problem rather than ancillary issues such as integration 
  73. with tunneling
  74. - an Internet-Draft of an Informational RFC describing existing 
  75. roaming implementations by 9/1/96. Editors for the initial document 
  76. will be Bernard Aboba (bernarda@microsoft.com), Hong Chen 
  77. (hchen@aimnet.net), and Alex Latzko (latzko@hardees.rutgers.edu)
