  26. PEM is the outgrowth of work by the Privacy and Security
  27. Research Group (PSRG) of the IRTF.  At the heart of PEM is a set of
  28. procedures for transforming RFC 822 messages in such a fashion as to
  29. provide integrity, data origin authenticity, and, optionally,
  30. confidentiality.  PEM may be employed with either symmetric or
  31. asymmetric cryptographic key distribution mechanisms.  Because the
  32. asymmetric (public-key) mechanisms are better suited to the large
  33. scale, heterogeneously administered environment characteristic of the
  34. Internet, to date only those mechanisms have been standardized.  The
  35. standard form adopted by PEM is largely a profile of the CCITT X.509
  36. (Directory Authentication Framework) recommendation.

  38. PEM is defined by a series of documents.  The first in the
  39. series defines the message processing procedures.  The second defines
  40. the public-key certification system adopted for use with PEM.
  41. The third provides definitions and identifiers for various
  42. algorithms used by PEM.  The fourth defines message formats and conventions for
  43. user registration, Certificate Revocation List (CRL) distribution,
  44. etc.  (The first three of these were previously issued as RFCs 1113,
  45. 1114 and 1115.  All documents have been revised and are being issued
  46. first as Internet-Drafts.)
