  6. DESCRIPTION:

  8. Many Web sites that distribute popular, frequently updated content
  9. experience problems with "flash crowds": thousands of access per
  10. minute to the same Web page overload the Web server or the network
  11. link leading to the server. Moreover, with the increasing growth
  12. of "push" technology, it is likely that these problems will get worse,
  13. not better.

  15. It is possible that integrating IP multicast with the transport 
  16. protocol used by the Web (HTTP) may be used both to solve serious 
  17. existing operational problems like "flash crowds", and to avoid 
  18. creating new problems due to "server push" applications. Several 
  19. applications (i.e. cache stuffing) appear to be naturally amenable 
  20. to use of unreliable multicast. Thus, moving ahead on unreliable 
  21. webcasting will serve to advance these applications as well as to 
  22. potentially provide short-term solutions for other applications.

  24. The primary goal of this BOF will be to see if there is enough
  25. agreement on the problems to be solved, and enough interest in 
  26. moving forward to form a working group on the subject of unreliable 
  27. multicasting of Web content.
