  9. Because this is the second meeting of the QUIS BOF, the group must
  10. decide whether to become a working group or shut down.  Erik Huizer
  11. outlined the proper procedure to start a new working group and work
  12. began on the charter.

  14. It must be decided whether the group should identify the problems in the
  15. whole range of quality issues or focus on more specific problems.  Mitra
  16. feels that the focus should be on issues other than just technical,
  17. including administrative and operations, but not on the quality of the
  18. information itself, which is outside the purview of an IETF commitee.
  19.  
  20. One problem is that many links are failing 10% and growing.  A technical
  21. issue is that technical solutions to link failure are needed; an
  22. administrative issue is that procedures for proper update and
  23. maintenance of pointers is needed.  Another problem is lossy gateways.
  24. The archive contains a long list of issues.

  26. Erik suggested that the charter be built by selecting problems, and
  27. writing around it.  The group compiled the following list of technical
  28. issues that need to be addressed:

  31.    o Links that do not work
  32.    o Replication
  33.    o Incorrectly configured systems
  34.    o Lossy gateways
  35.    o Loss of context information (ABANDONED)

  38. April asked why the group was not focusing on operational issues instead
  39. of technical issues.  Erik stated that the IETF can produce papers on
  40. operational issues, so they can be addressed if the group decides that
  41. they need to be.

  43. The group was left with some open questions:

  46.    o Will single machine checking work?
  47.    o Can we get enough people to buy in?
  48.    o What is the quality of metainformation?
  49.

  51. Tim Berners-Lee stressed the need to analyze the failure modes and fix
  52. the most important where they are fixable.  It was decided that the
  53. focus should be on links that do not work---including links that return
  54. no data, wrong data, slow data, or incomplete data.
  55.  
  56. The name will be taken off-line and the goal and titles will be edited.
  57. Quality of Information Links and Transfer (QUILT) was suggested.

  60. Proposed Working Group Charter

  62. Cliff Lynch has volunteered to write the charter, with the help of Erik
  63. Huizer.  Mitra and April Marine will chair the group.  Analysis will be
  64. done by Mitra, Michael Mealling, Alex Hoffman and Chris Weider.

  66. The group's goal is to develop technical specifications and
  67. administrative recommendations to alleviate the problems of link
  68. failure.
