  10. Nevil Brownlee gave a short introduction covering the history of the
  11. Accounting Working Group.  At the Toronto IETF the group's last BOF had
  12. produced a draft charter which our Area Directors had presented to the
  13. IESG for approval.  Approval was withheld, on the grounds that the IESG
  14. would like to see someone with recognised SNMP and Database experience
  15. involved in the working group.  This BOF's main agenda items were
  16. therefore to decide on the group's future, and what should be done with
  17. its two Internet-Drafts (`Accounting Architecture' and `Meter Services
  18. MIB').

  22. Does the IETF Need an Accounting Working Group?

  24. The group began by exploring the question ``Would it help if the word
  25. `Accounting' was dropped, and replaced by something more neutral like
  26. `Usage Recording?'''  The concenus this was that those present believe
  27. that accounting -- in its proper sense of `keeping track of things' --
  28. was important, and that their was no point in changing the name.

  30. This was followed by a noisy discussion on the relative merits of, and
  31. demand for, flat-rate and usage-based charging; it was interesting, but
  32. had little engineering content.

  34. The question ``Why do we need an Accounting MIB, rather than using one
  35. of the existing ones such as RMON?'' was asked.  The Accounting MIB
  36. implements the Accounting Model (RFC 1272), allowing us to collect the
  37. same set of flow attributes for many protocols, not just IP. The
  38. attributes in the model are those initially selected after consulting
  39. with Telcos, and more can be added to expand the model for higher
  40. protocol layers.

  42. The last question discussed was ``Why is there only one
  43. implementation?''  Until quite recently there has been little demand
  44. from network operators, but this is beginning to appear (certainly there
  45. are a growing list of sites using NeTraMet).  There are, however, at
  46. least two vendors starting to work on implementations, so this situation
  47. should change soon.

  51. Future of the Accounting Working Group

  53. After some further discussion, the BOF decided that:

  56.    o The `Accounting Architecture' and 'Meter Services MIB' should be
  57.      published as Experimental RFCs as soon as possible.  This will
  58.      complete the work of the original Accounting Working Group.
  59.  
  60.    o The group's other work (as set out in the proposed charter) will
  61.      continue on the accounting mailing list.

  63.    o When there is more experience with implementations the group will
  64.      be in a better position to start a new Accounting Working Group.

  67. The group then went on to consider the two Internet-Drafts.  Details of
  68. the points raised will be discussed further on the mailing list.  Nevil
  69. will prepare revised versions of them, and they will be submitted as
  70. Experimental RFCs around late February next year.
