  16. Many organizations concerned with K-12 educational issues and the
  17. planning for the use of technology recognize the value of data
  18. communications throughout the educational system.  State sponsored
  19. documents such as the California Department of Education's
  20. "Strategic Plan for Information Technology" recommend the planning
  21. of voice, video and data networks to support learning and
  22. educational administration, but they do not provide specific
  23. technical direction.

  25. The institutions that built the Internet and connected early in its
  26. development are early adopters of technology, with technical staff
  27. dedicated to the planning for and implementation of leading edge
  28. technology.  The K-12 community traditionally has not had this level
  29. of staffing available for telecommunications planning.  This
  30. document is intended to bridge that gap and provides a recommended
  31. technical direction, an introduction to the role the Internet now
  32. plays in K-12 education and technical guidelines for building a
  33. campus data communications infrastructure that provides
  34. internetworking services and connections to the Internet.
  35. This RFC is the product of the Internet School Networking Working
  36. Group of the IETF.

  38. This memo provides information for the Internet community.  This memo
  39. does not specify an Internet standard of any kind.  Distribution of
  40. this memo is unlimited.
