This file could be a tar file containing a hierarchry of files
corresponding to a ClickOnce-compliant application. The tar file
could be untared/expanded and then deleted. This would result in
a hierarchy of files that could be used by outsiders with ClickOnce
client software to obtain/install/update onto their computer the
application. The users would point their ClickOne client at the NLM
ftp server (ftp.nlm.nih.gov aka nlmpubs.nlm.nih.gov) and go to the
lpf folder to obtain the application. One snag in this plan is that
the ftp server software expects the incoming ftp request to be from
user anonymous. The ClickOne client software hopefully allows the
user to specify that they are user anonymous and provide a password
(always the user's email address).
