  75. In December 1989, Title IX of the Public Health Service Act
  76. established the Agency for Health Care Policy and Research
  77. (AHCPR) and required the AHCPR Administrator and the Director of
  78. the National Library of Medicine (NLM) to enter into an agreement
  79. to improve the organization and dissemination of health services
  80. research information.  The legislation also called upon AHCPR to
  81. fund a study by the Institute of Medicine (IOM), National Academy
  82. of Sciences.

  84. Since 1989, NLM has increased its already substantial coverage of
  85. health services research, administration, and planning
  86. information and initiated a number of new services in response to
  87. the report of the IOM study(1) which was completed in September
  88. 1991.  Health Services:  Sources of Information for Research is
  89. one result of NLM's expanded Health Services Research Information
  90. Program.

  92. The guide was developed to aid users and producers of health
  93. services research in accessing relevant literature and sources of
  94. information.  Overall responsibility for planning and researching
  95. the content of this volume rested with staff of NLM's Reference
  96. Section and Office of Health Services Research Information. 
  97. Content and format were reviewed by staff of several AHCPR
  98. offices and centers and benefitted from their comments.  This
  99. guide is especially geared toward the health services researcher
  100. who does not have ready access to an experienced librarian or
  101. other expert assistance in seeking and acquiring information.  It
  102. should be particularly valuable for researchers new to the field.

  162. Health services research is "a field of research in which its
  163. intellectual strengths and its methodologies are drawn from an
  164. array of different disciplines including medicine, public health,
  165. economics, sociology, psychology, and many more."(2)  The
  166. National Library of Medicine defines health services research as
  167. the study of the scientific basis and management of health
  168. services and their effect on access, quality, and cost of health
  169. care.  It is research concerned with the organization, planning,
  170. financing, administration, and outcomes of health services.

  172. A health services researcher outside of academia or a researcher
  173. in one of the associated disciplines of health services research
  174. may find locating information difficult.  Learning about the
  175. literature of all the disciplines involved in health services
  176. research and identifying available sources of information can be
  177. very time consuming.  Health Services:  Sources of Information
  178. for Research was developed to help people to understand and to
  179. gain access to the health services research literature.  It
  180. covers current areas of inquiry in health services research as
  181. well as methodologies used to conduct health services research.

  183. The guide is not meant to be exhaustive.  It lists selected
  184. references from the wide range of disciplines involved in health
  185. services research.  The emphasis is on English language
  186. publications of the past five years, though significant older
  187. works have been included.  Most of the publications deal with
  188. health services in the United States and Canada.  The guide, for
  189. the most part, is organized alphabetically by publication types,
  190. subdivided by broad subject categories.  Author/title indices are
  191. provided at the end.

  193. A bibliographic publication, by its very nature, is dated before
  194. it can be distributed.  It is our hope to update this document on
  195. a periodic basis.  Comments on this version or suggestions on
  196. ways to improve future versions are welcome and should be
