  14. A year has past since we concluded the first adventure of The Forbidden Years
  15. Campaign, and during the intervening span, we've been plugging away on yet
  16. another adventure. I don't want to spoil it by saying too much in this
  17. introduction, except to state that as with all campaigns I've run, nothing ever
  18. goes even remotely as planned.
  19.  
  20. The story begins as the Phobos is returning back from its harrowing encounter
  21. with the Borg, escorted, of course, by the ever-dependable USS Excalibur. But
  22. as the player-characters reach port, they soon learn that not all struggles are
  23. between the Federation and its external enemies. Some wars are fought
  24. internally, quietly, and with foes as deadly and determined as any Borg they
  25. will ever encounter.

  27. It is a matter of policy that must be decided, and the characters soon find
  28. themselves in the midst of its maelstrom, uncertainty and fear painting a
  29. background of conspiracy, murder, and not a small measure of moral indecision.
