INTRODUCTION
Saddam Hussein thought that his invasion on the dark and ill-fated night
of August 2, 1990 could destroy the legitimacy of Kuwaitis in support of their
leadership. This book, which is a their homes, by stealing their wealth and
plundering their civilization, he could divide a united people and weaken
support for their leaders. Beyond military weapons, he used his organs of
propaganda, his twisted media, to try and fragment the Kuwaiti stand against
his aggression.
The people's Conference, which was held in Jeddah October 13-15, 1990,
provided a clear and uncontested message to Saddam and his gang and to all
those who doubted the solidarity of Kuwaitis in support of their leadership.
This book which is a compilation of the most important documents from the
conference, answers the false claims of Iraqi propaganda. We also hope it
will be a reference to future generations of Kuwaiti citizens, as a testament
to national resolve in these trying times. The documents are in the same order
that they were presented in the conference.

objective.
In the name of God, Most Gracious, Most Merciful:
Praise be to God, the One and Only to Whom praise is mandatory even in
adversity. May God-High be His Name - help us to bear with this ordeal. May He
keep our steps firm. May He bestow on us peace of mind. God's peace and
blessings be on the best of mankind, our Prophet Muhammed ibn Abdillah, and
his family.
Brothers,
Peace be upon you together with God's mercy and blessings.
On Thursday the eleventh of Muharram, corresponding to the second of
August, at dawn, Kuwait came under attack, a treacherous and flagrant attack
from the Iraqi regime for whom the Kuwaiti people and government have done
what should have normally been sufficient to sow the seeds of good. It has
betrayed its brother and neighbour and it has hurt the honour of others in
full disregard of international pacts and conventions. Far from being moved by
the support and assistance provided it by Kuwait, he remained disdainfully
unimpressed.
Brothers,
Kuwait has always been not only an oasis of peace and stability, but a
refuge for all men of goodwill wherein they are able to live in peace and with
dignity and to lead a life of ease and comfort. This has aroused the
resentment of the wicked Iraqi regime which has squandered the riches of Iraq
in promoting its self interests. Aware that the Iraqi people have become
restless and dissatisfied with its mistakes and excesses, the regime decided
to divert their attention by opening a new front against Kuwait, the country
that has always stood by its Arab and Muslim brethren. The rest is history.
The Iraqi armed forces crossed the border after midnight looting, plundering
and killing innocent citizens with unprecedented malice.
Brothers,
You must have heard of the allegations made against us by the Iraqi
regime before their barbaric invasion. They had filed a complaint with the
Arab League against Kuwait. For we declared that we would accept the judgement
of a neutral Arab arbitration panel. The deceitful Iraqi regime, however,
would have nothing of this sort under the excuse that the matter is of concern
only to Kuwait and Iraq and consequently should be settled by the two of them.
At long last a meeting was eventually held between the two sides in
Jeddah thanks to the good offices of my brother the Custodian of the Two Holy
Mosques, King Fahd ibn Abdul Aziz, King of Saudi Arabia, and my brother
President Hosni Mubarak, President of the Arab Republic of Egypt.
Kuwait went to the meeting which took place only hours before the
invasion with an open mind and a genuine desire to find an amicable settlement
to all pending matters, for its part the Iraqi regime had already made
preparations to invade Kuwait and the die was cast. Iraq's claim at the time
that it was against the use of force to solve disputes was no more than a
misleading maneuver.
Brother,
The world is fully aware of the heinous crime committed by the Iraqi
regime against Kuwait and its people. This awareness is manifested in the
spate of successive resolutions adopted by the Security Council, which condemn
the barbaric Iraqi aggression and call on the Iraqi aggressors to pull out
their troops with no strings attached so that the legitimate government of
Kuwait may resume attending to its duties. Similar resolutions have been
adopted by the Emergency Arab Summit, the Organization of the Islamic
Conference and the Organization of Non-Aligned countries.
Our policy is sound and our attitude to world developments is both
objective and appropriate. This is borne out by the worldwide support and
sympathy we have received.
Brothers,
What makes the Iraqi regime see red is its failure to break our will in
the wake of its occupation of our country. By standing steadfast and united
against the aggressor we have won the admiration and respect of the world
which monitors closely the moves firmly taken to liberate our land and beat
back the aggressors. Victory will be, God willing, well within reach.
History will give the Kuwaitis full credit for their determined stand
against the barbaric invaders. On the other hand the Iraqi regime will not be
spared and history will devote several black pages for the atrocities it has
committed. In spite of the ferocity and treacherous nature of the aggressor,
the Kuwait people defended themselves, their honour and their property with
great bravery and valor.
Brothers,
Kuwaitis have long enjoyed the climate of freedom. They have great
respect for the principle of mutual consultations and they have exercised
democracy in the framework of their constitution. They may not always see eye
to eye on domestic matters, but they are always at their best when facing a
common danger. Then you would find them standing as one man and talking in one
voice.
This is, brothers, the truth which the Iraqi regime has failed to
comprehend. Failing to understand the nature of the Kuwaiti domestic scene,
the Iraqi regime has come under the illusion that the proposals made by some
open-minded citizens for the rearrangement of the Kuwaiti house may breed bad
blood between the children of the one and same Kuwaiti homeland.
Here you are, sons of Kuwait, serving notice by your meeting to the
wicked enemy and to the word at large that the people of Kuwait stand firmly
united in their opposition and rejection of the occupation. This meeting of
yours serves, and in no vague terms, as a firm rebuff to the enemy and
constitutes a message addressed to the world giving proof of the way you stand
so firmly united, facing eyeball to eyeball the usurper of your homeland.
On your behalf and in my own name let me from this platform pay tribute
to our people in Kuwait who, since the beginning of the occupation, have stood
their ground in brave defiance of the wicked enemy and in their concern to
preserve their ancestral homeland by all means, providing again and again
unmistakable proof that Kuwait will remain free and dignified in spite of the
machinations of the wicked enemy. May God-Glorious be His Name - decree that
we meet with them soon inside our beloved homeland.
Brothers,
It is incumbent upon us at this conference to declare our determination
to cooperate closely and without limits to achieve our noble objective of
liberating our homeland defiled by the enemy, trusting first in God, and then
in ourselves, as well as in our brothers and friends. Liberation is our
overriding concern. We should also lay emphasis on the Kuwait of the future
which, God willing, will enjoy even more glory, prosperity and stability.
The Kuwaiti people have offered and continue to offer in this ordeal the
kind of sacrifice which will serve as the springboard for a dynamic Kuwaiti
renaissance, for a better future in which Kuwait will comprise all the loyal
and honourable people who have contributed to its maintenance, preservation
and defence. The noble Kuwaiti people will be as one in protecting their
homeland from the vageries and misfortunes of time.
The tragic situation we are living in will not make us lose heart. We
have right on our side and our cause is just and is blessed with God's care,
For He-High be His Name-Who says: So lose not heart, nor fall into despair,
for you must gain mastery if you are in faith.
Brothers,
I gladly avail myself of this occasion to convey in my name and yours our
thanks and feelings of gratitude to my brother the Custodian of the Two Holy
Mosques, King Fahd ibn Abdul Aziz, and his esteemed government for all the
facilities they have given to host this blessed gathering. This comes in the
framework of the sustained and boundless support which Saudi Arabia have given
and continues to give on the official and personal levels to Kuwait in its
ordeal. May God preserve the bounty of mutual affection between the two
brotherly peoples for the general good of both.
I am also keen not to let this opportunity slip by without my thanks and
appreciation to all the countries that have stood by us in the defence of
right and the confrontation of injustice especially to the members of the Gulf
Cooperation Council of Arab states and other brotherly Arab countries. May
Allah reward them richly for all that they have done for us.
In closing, brothers, we will meet soon, God willing, in our beloved
Kuwait, the land of amity and peace.
