  9. The DDN MANAGEMENT BULLETIN is distributed online by the DDN Network
  10. Information Center under DISA contract as a means of communicating
  11. official policy, procedures and other information of concern to
  12. management personnel at DDN facilities.  Back issues may be read
  13. through the TACNEWS server ("@n" command at the TAC) or may be
  14. obtained by FTP (or Kermit) from the NIC.DDN.MIL host [192.112.36.5]
  15. using login="anonymous" and password="guest".  The pathname

  22.          SUBJECT:   UPDATED  DEFAULT  GATEWAY  AND  T/20  ROUTE  SERVER
  23.          ASSIGNMENTS
  24.  
  25.          IMPORTANT  - PLEASE READ - Switch over to new default gateways
  26.          and T/20 Route Servers.
  27.  
  28.          This   DDN   Management   Bulletin  provides  updated  routing
  29.          assignments for  MILNET subscriber  hosts  and  gateways.   It
  30.          supersedes DDN  Management  Bulletin  9409, dated  10 August
  31.          1994.  The  new routing assignments are effective immediately.
  32.          Request MILNET subscriber hosts and gateways switch to the new
  33.          assignments listed in this bulletin NO LATER THAN 10 FEBRUARY 1995.

  35.          The  routing   assignments  for   subscribers   on  76  MILNET
  36.          Packet-Switch Nodes (PSNs) have been changed in this revision,
  37.          due  in part to activation of the European NIPRNET routers
  38.          at Vaihingen and Landstuhl (26.31.0.2 and 26.31.0.14),  and 
  39.          load balancing among the DISN--MILNET interfaces.

  44.          1.  This  bulletin  provides  two  sets of routing assignments
  45.          (Table  A  and  Table  B).   Table  A  lists  default  gateway
  46.          assignments for MILNET  hosts or  any gateway unable to obtain
  47.          dynamic default routes  directly from the T/20  route servers.
  48.          Table  B  lists  T/20  route  server  assignments  for  MILNET
  49.          gateways.  Refer  to  Section 2  for  detailed  implementation
  50.          instructions.  Section  4  lists technical  contact  telephone
  51.          numbers   for   host   and   gateway  administrators   needing
  52.          assistance.

  54.          2. At this time, the default gateways are the twelve DISN Pilot
  55.          Network IPRs with interfaces on MILNET. These DDN IPRs provide
  56.          store-and-forward  services  for traffic  between MILNET, DISN
  57.          networks such as DCN and AFIN, and the civilian INTERNET.  The
  58.          T/20   route  servers  on  MILNET   provide   dynamic  routing
  59.          information to  MILNET subscriber  gateways, including default
  60.          gateway information.
  61.  
  62.          The following  information  explains  the responsibilities  of
  63.          subscriber  HOST  administrators.  Section  6 (Table A)  lists
  64.          default gateway assignments, by  PSN, that  MILNET  subscriber
  65.          hosts  should  use  to configure  their static default routes.
  66.          Section 6 also applies to subscriber gateways which are unable
  67.          to obtain dynamic default routes  directly from the T/20 route
  68.          servers.

  70.          The  following information  explains  the  responsibilities of
  71.          subscriber  GATEWAY administrators. Section 7  (Table B) lists
  72.          T/20 route server assignments, by PSN, that subscriber gateway
  73.  
  74.          administrators should use to configure the EGP or BGP neighbor
  75.          addresses  of the assigned T/20s.  BGP remains the recommended
  76.          protocol  and   subscribers   should  maintain  the   goal  of
  77.          converting to  BGP (Refer  to DDN Management  Bulletin  9302).
  78.          The T/20s will continue  to  provide  EGP  services  to  those
  79.          subscribers that are not ready to switch to BGP.

  81.          Users  who  want  to test  their capability to use BGP  should
  82.          contact the technical  representative  to perform a brief test
  83.          prior to permanent change to BGP.
  84.  
  85.          To  achieve  optimal MILNET  routing  for traffic  to/from the
  86.          INTERNET,  it is  important  that  subscriber  gateways prefer
  87.          routes from the primary T/20 route server over routes from the
  88.          secondary.    This   capability  exists  on  most   subscriber
  89.          gateways.  Specifically, it is possible to prefer  routes from
  90.          one EGP/BGP neighbor over another in  both CISCO gateways  and
  91.          devices using the gateD software.   If you  require assistance
  92.          configuring your gateway to accomplish this preference, please
  93.          contact the technical representative listed in Section 4.

  96.          3.  These routing assignments are designed to optimize routing
  97.          within MILNET.  COMPLIANCE with  these assignments is CRITICAL
  98.          to  ensure  adequate performance  and service.  Please keep in
  99.          mind that geographical distances do not necessarily correspond
  100.          to topological  distances on the  MILNET.  The MILNET topology
  101.          is changing as  it  downsizes.   The assignments  listed below
  102.          will be reviewed periodically to ensure that routing continues
  103.          to  be optimal.  Although  efforts will  be made  to  minimize
  104.          change,  significant topological changes  may  require  future
  105.          revisions to  this bulletin.   BBN will  evaluate topology and
  106.          traffic changes on a quarterly basis.

  130.          5.   The  DISN--MILNET  routing  strategy  is  implemented  by
  131.          dividing  all of the MILNET PSNs into  groups called CLUSTERS.
  132.          The  cluster simply  defines  the  group  of users  that use a
  133.          specific  DDN IPR for off-MILNET traffic. All users  connected
  134.          to a PSN  are considered to  be within that PSN's cluster, and
  135.          will use the DDN IPR assigned to that PSN.
  136.  
  137.          This   cluster   evaluation   was  based  on  MILNET   routing
  138.          information  and  traffic  statistics from December 1994.  The
  139.          specific PSNs within a cluster were determined by performing a
  140.          topological analysis of the MILNET and grouping PSNs  with DDN
  141.          IPRs so as to minimize average topological distance  (in hops)
  142.          to  reach  the  DDN  IPRs,  minimize  congestion, and  balance
  143.          traffic loads directed to the DDN IPRs.  The following is  the
  144.          current list of clusters and their corresponding DDN IPRs:

  167.          route is suboptimal and should  only  be used  as  a backup in
  168.          case the primary default route is  unavailable. This table may
  169.          also  be used  by gateways that  are  unable to obtain dynamic

  363.          This table lists a primary and secondary T/20 route server for
  364.          each PSN. MILNET gateway administrators must use this table to
  365.          configure  the  EGP or  BGP  neighbor  address of the assigned
  366.          T/20s.  To achieve optimal MILNET routing for  traffic to/from
