  1. The file L3V100.ZIP is the zipped version of the

  3.   shareware ISO-MPEG Audio Layer 3 software only Encoder and Decoder
  4.   Version 1.00 for IBM PCs and compatibles.

  7. Here are the highlights of the Layer3 shareware package:
  8.  - evaluate highest quality perceptual audio compression technique
  9.    available today
  10.  - software only encoder and decoder implementations
  11.  - implements ISO/MPEG Audio standard ISO/IEC IS 11172-3, Layer 3
  12.      (restriction: no support of Layer I and II, no realtime)
  13.  - wide range of compression ratios including
  14.       6:1   fully transparent quality 
  15.      11:1   64 kbps per channel, very high quality
  16.      16:1   still better than your average 16 bit 44.1 kHz sound card 
  17.  - music data is input in raw format (16 bit signed integer) or
  18.    in RIFF/WAVE format as used by Microsoft Windows .WAV files
  19.  - 44.1kHz sampling frequency (look for 32 kHz and 48 kHz in the near future)
  20.  - packed bit stream conforming to ISO/MPEG Layer III
  21.  - output of decoder is in raw format (16 bit signed integer) or in 
  22.    RIFF/WAVE format as used by Microsoft Windows .WAV files
  23.  - .WAV music files can be played with Windows Media Player.
  24.  - optional decoder output as 24 bit hex ascii data
  25.  - written by the very same people at Fraunhofer-IIS who did the 
  26.    Layer 3 codecs for the ISO and ITU-R (former CCIR) tests 
  27.    (best sound quality at low bit rates at all listening tests).
  28.  - commercial real time products for encoding and/or decoding of 
  29.    Layer 3 audio are available. Contact one of the companies listed 
  30.    in the file info.txt.

  42. L3ENC uses one of the dos extenders EMX.EXE or RSX.EXE. These dos extenders
  43. are NOT written by Fraunhofer IIS. They are supplied together with the 
  44. Layer 3 shareware package for convenience. The files are:

  46.    emxrt.zip      contains emx.exe
  47.    dpmigcc3.zip   contains rsx.exe
  48.  
  49. Please read the documentation and copyright infos accompanying the 
  50. dos extenders.

  52. A demo Layer 3 bitstream "bstr100.l3" is also available. (about 1 MB of data 
  53. for 1 minute of stereo music at 128 kBit/s, 44.1 kHz sampling frequency)

  55. The song used for BSTR100.L3 is named "funky" and was composed and 
  56. arranged by Juergen Herre. "Funky" is copyright Juergen Herre 1994.
  57. You may use "Funky" for all evaluation purposes of this shareware product.
  58. You may not use "Funky" for commercial purposes (e.g. radio broadcasting).
  59. BSTR100.L3 was encoded using the encoder of this shareware package.
