  3.                 Penalties for Misuse of UIC Computing Resources
  4.                                    09/23/91

  6. The following Computer  Center policies provide guidelines for the  use of com-
  7. puting resources at UIC and the actions that  will be taken in cases of misuse.
  8. Please note that MINIMUM penalties are  listed.   Repeated or major misuse will
  9. automatically  result in  a suspension  of  computing privileges  for a  longer
  10. period of  time and imposition  of additional disciplinary  actions.   Specifi-
  11. cally,  a  second infraction of  any kind  will automatically be  considered to
  12. belong to the next lengthier suspension category.   In no case will the imposi-
  13. tion of the  minimum penalty preclude the invocation of  additional internal or
  14. external actions.

  16. SUSPENSION OF COMPUTING PRIVILEGES FOR A MINIMUM OF 3 DAYS TO 1 WEEK:
  17.   * Disruptive or abusive use of electronic mail, locally or over external net-
  18.      works, including but not limited to the following:
  19.        - For BITNET,  sending files larger than  the BITNET limit of 3000 lines
  20.           of a maximum of eighty characters each
  21.        - Sending an electronic chain letter
  22.        - Sending an unsolicited message,  mail or  communication of any kind to
  23.           persons  who  have not  requested  it  or  who cannot  be  reasonably
  24.           expected to welcome such communication
  25.   * Frequent frivolous use of computing resources
  26.   * Hoarding terminals or microcomputers in the Computer Center terminal/micro-
  27.      computer laboratories
  28.   * Interfering with the use of computing facilities by others
  29.   * Playing computer games
  30.   * Smoking, eating or drinking in any terminal/microcomputer laboratory
  31.   * Use of UIC computing resources for  commercial soliciting or advertising of
  32.      any kind

  34. SUSPENSION OF COMPUTING PRIVILEGES FOR A MINIMUM OF 3 MONTHS:
  35.   * "Lending" an account,  account units or online disk storage to another per-
  36.      son.
  37.   * Using an  account,  account  units or  online disk  storage that  belong to
  38.      another person
  39.  
  40. SUSPENSION OF COMPUTING PRIVILEGES FOR A MINIMUM OF 6 MONTHS:
  41.   * Using a stolen account
  42.  
  43. SUSPENSION OF COMPUTING PRIVILEGES FOR A MINIMUM OF 1 YEAR:
  44.   * A pattern of any misuse of computing resources
  45.  
  46. ADDITIONAL INTERNAL AND EXTERNAL PENALTIES:
  47.   * Civil and criminal penalties in cases of infringement of copyright laws for
  48.      the use and reproduction of UIC site licensed microcomputer software
  49.   * Denial of honor student computing privileges
  50.   * Monetary charges for illegally-used computing resources
  51.   * Request for University disciplinary action as outlined in the Student Judi-
  52.      cial Code

  57. The Computer Center  will consider extenuating circumstances  to reduce imposed
  58. penalties.   Imposition of account suspensions  and the appeal mechanism follow
  59. the  University student  disciplinary guidelines  as outlined   in the  Student
  60. Judicial Code.   Additionally,   any student may appeal to the  Director of the
  61. Computer Center  for a preliminary  review of the  penalty imposed and  has the
  62. right to have a case referred to the Senate Committee on the Judiciary.
