Subject: 0.1 Introduction

With the recent explosion of usenet throughout the world many hierarchies
outside the traditional "Big 8" (comp, soc, misc, news, rec, humanities,
sci & talk) have been created. These range from regional to special
interest. This FAQ is intended to document some information about these
hierarchies and enable News-Administrators to ensure they are carrying the
correct groups for each one.

Central to this FAQ is a sample "control.ctl" file used by the INN
news-server to add and delete groups.

Another important source of information is Lewis Eisen's <[e-mail]>
"Master List of Newsgroup Hierarchies" which is available from:

Please remember that this FAQ is an "in progress" document. Several
sections need re-writing and updating. Contributions and corrections are

Subject: 2.0 Sample moderators file.

The moderators file is used by the INN news-server program to determine
where to send moderated posts from you site.

Almost all groups are mirrored to the moderators.isc.org alias but I
have listed the original sites as updates may be a little slow there.
Due to various problems people are having with this address I have
only kept it as an option, YMMV.

This default example has all the "original sites" commented out, you
should be aware of problems that will result for your users if one of
these sites crashes. If at all possible the moderators.isc.org alias
should be used for all hierarchies and groups that are not listed
there should forward their information to [e-mail]

Subject: 3.0 Keeping your newsgroups (active file) up to date.


Each Usenet site needs to keep a different list of newsgroups, Large
ISPs try to carry as many groups as possible in order to satisfy all
their customers. In contrast some companies may carry only a couple of
groups directly relevant to their business.

If your site is running INN (the most popular and mature of the
current Usenet News Servers) the list of what groups your site is
aware of is contained in the "active" file. Note that this may not
correspond with what groups are feed to it by other sites, for example
I have 3500 groups listed in my active file but I am only fed about a
hundred.

One of the problems that many News Admins face is keeping their active
file up to date. If your active file is out of sync with what is
generally accepted then you face the risk that your users may miss
articles that are posted to groups you do not carry. Alternatively
your users may post to a group that most sites don't have or post to
the wrong group as they unable to find the correct one.

However with over 30,000 newsgroups in existence and dozens being added
or deleted each day it is difficult and time consuming to manually
process every newgroup and rmgroup message that arrives at your site.

One option is to pick a site that you trust and grab their active file
at regular intervals, syncing your site to theirs each time (with the
odd differences like local groups).

In v1.5 and greater of INN the programs actsync and actsyncd can be
used to sycronize your active file with another sites file.

If people are interested I will look at adding useful config files for
these commands as well to this FAQ (suggestions and feedback encouraged).

Subject: 3.1 PGP authentication of newgroup and rmgroup messages

Usenet articles are notoriously easy to forge, and control messages
are no exception. Since administrators often want to have their news
systems automatically honor requests from some particular people to
add or remove newsgroups, it is risky to trust the From: and Sender:
headers to identify the real sender of a message, as has historically
been done.

Thus a system using Philip Zimmerman's Pretty Good Privacy(tm) (PGP
(tm)) was developed to provide a more secure means of authenticating
the sender of a control message.

Unlike traditional PGP authentication of messages, which just verifies
that the contents of the body of a message are unchanged from when it
was digitally "signed", this system also needed to sign a few headers
of the control message to verify the action to be taken and to guard
against certain other pitfalls. Another goal was to make the signature
as unobtrusive as possible and require minimal changes to existing
software in order to work.

Below is a sample control.ctl, this is used by the INN newsserver to decide
how to respond to control messages that effect newsgroups (rather than simple
message cancels).

For an explanation on what the commands to consult the man page for
'control.ctl' and also the explanation at the start of the file on
your own system.

I have presented this in the format used by INN since it is the most
popular newsserver and sites running it can easily cut-and-paste this
into their configuration. If anyone has a simple way to convert this file
to alternative formats I will be happy to include a pointer.

Subject: 3.4 Creating a new hierarchy.

Step 1.

Decide if you *really* need to create a new hierarchy, there are
currently hundreds of existing hierarchies out there that deal with
thousands of topics. Employ the options of using an existing hierarchy
such as alt.* before you go through the process of creating a new one.

Step 2.

Do you want to distribute the hierarchy to just a few or many sites? If
you wish to limit the sites than be VERY careful about sending out control
messages. It is very easy to have these being sent to every site on
Usenet. If you are having these groups created on just a few sites it is
probably a better idea to have the admins of each manually add them. Some
sites will also add group where they receive messages so it you have to
take care that those sites don't send articles from your hierarchy to
other sites.

In summary ensuring that a group is restricted to more than a small number
of sites is difficult and sooner or later some messages will leak out.

Step 3.

Decide on the name of the hierarchy, you should check the Master List to
see if it has already been taken. Having the same name as an existing
hierarchy causes problems for both and is best avoided. Also don't use a
name that is likely to be used by someone else. ie if your organisation is
the University of Hereville don't create hereville.* if the local area
might want to use it.

Step 4.

Work out the rules for the hierarchy, if it is for your organisation then
an official policy should be created and a position allocated for
controlling creating and distribution of any groups. If you are widely
distributing the hierarchy you should consult with interested parties
about rules for the groups and possible names. Take a look at the rules
for the uk.*, nz.* and other hierarchies to get an idea of what you
might like to use.

At this stage you should plan what the hierarchy is going to look like in
the future. If the hierarchy becomes popular then you may need to add on
new groups to cover expanded and new topics. The design of the hierarchy
should be such that these groups can be easily accommodated.

Some groups are common among most hierarchies.

A test group (usually called *.test ).
A group for discussing creating new groups ( *.config or *.net.admin ).
A general discussion group ( *.misc or *.general ).
An announcement groups ( *.announce ).
A group for non-commercial advertising ( *.forsale , *.wanted )

Step 5.

Create an alias for sending out control messages for the group, don't use
your own name since your address might change. Remember that once people
start accepting this alias they might take years to update it so make sure
this is as permanent. You should also create a new PGP key (see the
sections above) for signing control messages. If need be your should also
have an alias for moderated groups.

Step 6.

You should inform me and [e-mail] of all the information about the
hierarchy we need for our lists. You should then post to
news.admin.hierarchies with similar information. You should look at
creating a FAQ for the hierarchy that you can crosspost to the admin group
and news.admin.hierarchies.

Step 7.

Start sending out newgroup messages for the groups. You should sign these
with the PGP Key and make sure you include a description line for the
group. You should also duplicate the information about the hierarchy
including the PGP Key and the Admin Email alias so that News-administrators
can automate your hierarchy if they wish.

Step 8.

Keep posting you FAQ, Send out booster control messages every year or so
and make sure you add and remove groups according to the rules.

order to construct a control.ctl and moderators file entry. Below is a
sample entry for each followed by explanations of each line. Other
references for these entries are those already in the FAQ and the
documentation that comes with news server software.

Explanation of each line:

The name of the hierarchy and a quick title. The title is normally what
organisation the hierarchy is for or the regional area it covers.

(2) # Contact: [e-mail]

The contact email address is one that people can mail with queries about
the hierarchy, it should be read by a human rather than being some sort of
automatically reply address.

(3) # URL: http://www.example.com/news/

This should point to a Web page with information about the group, this should
have a list of all the current groups and might have other information like
group descriptions and creation/removal policy.

(4) # Syncable server: news.example.com (contact [e-mail] for
      access)

This is a nntp server that people can connect to and download (using the
"list active" or "list newsgroups" command ) an uptodate and correct list
of groups.

This is the fingerprint generated by PGP which can be used by someone to
quickly check they have the correct key without needing to have a complete
copy to the key to compare it with.

This is the URL that the public half of the key used to sign any control
messages is kept.

This line is inserted with any entries that use PGP so that people can
quickly find these entries.
