The PostScript terminal distributed with Gnuplot 3.3 automatically halves the size of Encapsulated PostScript plots (i.e. EPS plots are half the size of PS plots made with identical settings).  Most EPS images are included in other documents and, therefore, don't need to be page-sized.  This feature anticipates such use and is, presumably, meant to prevent users from needing to decrease the size of their EPS plots manually.  The NeXTSTEP front end retains this feature as a preference.
