  20.      This FSC suggests a proposed protocol for the FidoNet(r) community,
  21.      and requests discussion and suggestions for improvements.

  28.    Purpose
  29.  
  30.         This document should serve as a guide for the character set 
  31.         identifier, CHARSET hereafter, format for FidoNet message Editors.
  32.         The purpose behind CHARSET is related to my attempt to make it
  33.         easier for each reader of a FidoNet message to identify the 
  34.         characters used in the messages.
  35.  
  36.         Since FidoNet messages aren't restricted to use any special character
  37.         sets in the messages, there will be differences between computer 
  38.         kinds and special country dependent characters. To avoid confusion
  39.         in such cases, I'm hereby introducing the CHARSET kludge.

  41.         There is no need that each FidoNet Message reader should be able
  42.         to understand every possible character set. If the reader can't
  43.         handle the special character set found in a message, then it should
  44.         use a default character set (as most readers do today).

  55.         Would identify that the message is written using the ISO-11 
  56.         character set, which relates to the character set mainly used
  57.         in Sweden.

  60.    Supported character sets

  62.         No special character set is specified, but it is recomended to
  63.         use the ISO numbering of the different character sets. Where no
  64.         ISO number is available, an easy to understand code should by used.

  69.         ISO-6       Relates to plain ASCII 7 bit character set.
  70.         ISO-11      Swedish character set, 7 bit.
  71.         ISO-21      Germany character set, 7 bit.
  72.         ISO-69      French character set, 7 bit.
