  4.      LIBERTARIANISM: THE PATH TO PEACE, PROSPERITY AND FREEDOM

  9. Would you like to live in a society of peace, prosperity and freedom?
  10. Would you like to earn a lot more money than your parents, be free to do
  11. whatever you want that doesn't harm others, and see the threats of
  12. violence and war largely disappear?  Would you like to live in an age of
  13. artistic freedom and rapid scientific progress in which anything seems
  14. possible?
  15.  
  16. Such a world is not only possible û it is a part of our history. For
  17. nearly fifty years, between the end of the Civil War in 1865 and the
  18. beginning of World War I in 1914, the United States was the freest, most
  19. prosperous society on earth. Living standards rose nearly 5% a year. The
  20. average American's income was six times higher at the end of the period
  21. than at the beginning.

  23. There was little restriction upon personal, economic and artistic
  24. freedom. There was no income tax, no military draft, little government
  25. regulation of business, and no prohibition of drugs.
  26.  
  27. Independent schools and private charities made education available for
  28. all, and helped those in need. And, except for the brief
  29. Spanish-American War, the nation enjoyed the longest period without
  30. foreign wars in our history. Nearly anything seemed possible. Illiterate
  31. immigrants who started with a pushcart became millionaires through hard
  32. work.

  35. LIVING STANDARDS ARE FALLING AND VIOLENCE HAS BECOME EPIDEMIC
  36.  
  37. America of the 1990s is far removed from the America of the 1890s, both
  38. in time and in spirit. Today's social landscape is one of deterioration,
  39. violence and mounting fear.
  40.  
  41. Living standards are falling, and each year's college graduating class
  42. finds fewer and fewer jobs as high taxes and regulations devastate our
  43. economy. Few young adults can now afford to buy their own homes, save
  44. for their childrens' education, or build security for their retirement.
  45.  
  46. Violence has become epidemic. Murder is now the leading cause of death
  47. among young black men. One in four college women report they were the
  48. victim of rape or attempted rape. And nearly 25% of all American
  49. families are now victimized by theft or vandalism every year.
  50.  
  51. The threat of superpower warfare has declined. But weapons of mass
  52. destruction -- chemical, biological and nuclear -- continue to spread to
  53. the world's most repressive regimes, many of which have been supported
  54. by U.S. military and economic aid.
  55.

  57. LIBERTY IS REQUIRED FOR ANY PEACEFUL AND PROSPEROUS SOCIETY

  59. What has changed in America in the last 80 years? Why has this nation
  60. changed from one of the most prosperous and progressive on earth to one
  61. of increasing deterioration and violence?  "The cause dear friend, lies
  62. not in the stars, but in ourselves."  America is declining because
  63. American's have largely abandoned our libertarian heritage.

  65. Thomas Jefferson, George Washington and America's other founders
  66. understood the values required for a free, peaceful and prosperous
  67. society: individual liberty, economic freedom, and limited government.
  68.  
  69. Liberty means the freedom to control your own life, to work and play as
  70. you choose, to keep what you earn, to practice the religion of your
  71. choice, to speak freely, and to associate voluntarily with others.
  72.  
  73. Liberty can flourish only in an environment of tolerance, voluntary
  74. association, and mutual respect for the lives and property of others.
  75. You can have liberty for yourself only if you grant it freely to
  76. everyone else.

  78. The genius of America was that our government was created as a protector
  79. of our fundamental human rights. America's founders well understood that
  80. government's immense power can be used to destroy as well as to protect;
  81. that when government uses force against its own peaceful citizens, it
  82. becomes just another criminal gang. Our Constitution and Bill of Rights
  83. were designed to protect us from government.
  84.  
  85. Our libertarian ideal, that government exists to protect our rights, was
  86. never fully realized. Our legislatures, police and military have
  87. frequently crossed the line from defenders of our liberty to violators
  88. of it. But the previously slow erosion of our rights has recently become
  89. a raging torrent, and our heritage of liberty is being obliterated.

  92. THE GOVERNMENT NOW TAKES 70% OF YOUR INCOME.
  93.  
  94. If you're typical, you now spend six months a year working to earn
  95. enough just to pay your taxes. And that's only the beginning.
  96.  
  97. According to Dr. James Payne's study "Costly Returns: The burdens of the
  98. US tax system," for every dollar that the IRS collects in taxes, we pay
  99. an additional 65 cents in compliance costs -- tax accountants,
  100. attorneys, tax software, etc.
  101.  
  102. When you add the 35% of your income you pay directly in taxes, 22% you
  103. pay indirectly in compliance costs, and another 13% you lose as a result
  104. of economic regulations, over 70% of your income is now taken from you
  105. by the government.

  108. OUR ECONOMY IS BEING DESTROYED BY STIFLING REGULATION
  109.  
  110. In the state of California, it takes 80 government licenses to open a
  111. small business. In Washington, D.C. it costs $7,000 in fees to operate a
  112. pushcart. In New York City, a "medallion" to operate a taxicab costs
  113. over $150,000.
  114.  
  115. In Hawaii, a homeless man who tried to earn a little cash by taking
  116. pictures of tourists with his pet parrot, was arrested and his parrot
  117. confiscated because he didn't have a business license.
  118.  
  119. Over 50,000 pages of new regulations are now published in the Federal
  120. Register every year. That's in addition to state and local regulations.
  121.  
  122. Goods and services that could improve your life are being banned,
  123. confiscated, and regulated out of existence.

  126. EVERYTHING YOU OWN CAN NOW BE CONFISCATED BY POLICE WITHOUT TRIAL
  127.  
  128. You no longer have a right to your own property. Over 200 federal and
  129. thousands of state civil-asset forfeiture laws, authorize police to
  130. confiscate everything you own without trial or even without charging you
  131. with a crime.
  132.  
  133. *  In Volusia County, Florida, police regularly stop motorists and ask
  134. "How much cash are you carrying?" If the answer is more than a few
  135. hundred dollars, they routinely seize it, along with your car, if it's
  136. an expensive one. In the last four years, these legal "highway
  137. robberies" have brought in over $8 million for Volusia County.
  138.  
  139. *  In Washington, D.C., police confiscated the home of Helen Hoyle -- a
  140. 69-year-old grandmother. Police claimed an anonymous informant told them
  141. Helen's grandson sold unidentified illegal drugs to an unidentified
  142. buyer from her front porch two years earlier.
  143.  
  144. Cars, homes, businesses, pocket cash, bank accounts, and pensions are
  145. now confiscated from over 5,000 innocent Americans like you every week.
  146. According to a Pittsburgh Press study, in 80% of the cases no one is
  147. ever charged with a crime.
  148.  
  149. Even if you are totally innocent of any crime, there is little chance
  150. you will ever get your confiscated property back. Under civil-forfeiture
  151. laws you are presumed guilty, and you must prove your innocence and pay
  152. $5,000 - $100,000+ legal expenses out of your own pocket -- after your
  153. home, bank accounts or business have been seized.

  156. POLICE CAN NOW BEAT OR KILL YOU WITH VIRTUAL IMPUNITY
  157.  
  158. According to 60 Minutes, Oakland Housing Authority Police routinely rob
  159. public housing residents, plant drugs on them, beat them, and then
  160. arrest them. In Oakland, on an average night, 42 people are admitted to
  161. hospital emergency rooms after police beatings. But they're lucky.
  162.  
  163. In California, "Multimillionaire rancher Donald Scott, 61, was shot to
  164. death when 26 DEA agents, LA County sheriffs deputies and National Park
  165. Service officers raided his 200-acre Malibu spread looking for marijuana
  166. they never found.
  167.  
  168. "Annie Rae Dixon, 84, bedridden with pneumonia in Tyler, Texas, [was]
  169. shot to death by police in a 2 a.m. raid last January. An officer said
  170. his pistol accidently went off when he kicked down her bedroom door. No
  171. drugs were found." (Both quotes from USA Today, 1-11-93).

  173. There are now dozens of such deadly police "mistakes" every week.
  174. If an anonymous informant claims without proof that you have illegal
  175. drugs or firearms in your possession, that now gives police a virtual
  176. license to kill you and your family.
  177.  
  178.  
  179.           TO RESTORE PROSPERITY AND PEACE TO AMERICA,
  180.            WE MUST RESTORE OUR LIBERTARIAN HERITAGE

  182. We must return to the principles of tolerance and respect for the rights
  183. of others. Activities that are crimes for individuals -- theft, assault,
  184. kidnapping, intimidation and murder û must be crimes for government
  185. agents as well.

  187. The crushing burden of confiscatory taxes and suffocating regulations
  188. must be lifted from our economy.
  189.  
  190. As the revolutions that swept Eastern Europe and the Soviet Union
  191. demonstrated, even authoritarian governments require the consent of the
  192. governed.

  194. America can again be a land of liberty and unlimited opportunity. This
  195. is what America once was and can be again. Millions of American
