  2.   WCLawNet: Bylaws

  5.   This document details the statement of purpose, member requirements,
  6.   rules, regulations and policies of WCLawNet.  Rules and regulations may
  7.   be contested by members or users.  The Network Administrator may Add,
  8.   Delete, or Amend WCLawNet rules and regulations at his discretion.

  10.   Purpose

  13.   The purpose of the WCLawNet is to make information widely available to
  14.   the Law Enforcement and Public communities.  This is done by providing
  15.   message areas as an open forum for the exchange of ideas.

  18.   Minimum Requirements

  21.   Only Sysops who are sworn peace officers actively employed by a
  22.   law enforcement agency may carry all the conferences.
  23.  
  24.   All members must carry the WCLawNet <NET> public access and LE 
  25.   restricted access conferences.  The <NET> public access conferences
  26.   may be echoed by a BBS whose Sysop is not a sworn peace officer but
  27.   the BBS in question will not have access to the LE conferences.

  29.   The Admin conference is for WCLawNet Member Sysops only and access 
  30.   must not be granted to other callers.
  31.  
  32.   Access to all the LE conferences must be limited to callers that are
  33.   verified as employed in Law Enforcement.  The employment must be verified 
  34.   by independent or first hand means that allow no margin for error due
  35.   to the sensitivity of some of the conferences.  A member board that is 
  36.   proven to have failed to do so will be dropped from the net.

  38.   All members must have bulletins containing the information within the
  39.   RULES.TXT readily available to all users in all network conferences.

  41.   Members are required to obey the law.  Any member engaged in or
  42.   promoting illegal activities will be expelled from WCLawNet.

  44.   WCLawNet message conferences will be made available to callers for no
  45.   charge.

  47.   WCLawNet conferences are not to be bridged with the conferences of other
  48.   networks.

  50.   Members must follow the WCLawNet conference rules and encourage their
  51.   callers to do so as well.

  53.   WCLawNet member boards must not allow uploads of or have on their board
  54.   conferences or files of an Adult Rated, X-Rated, etc. nature.

  56.   Only WCLawNet members are to be permitted to carry the net conferences.

  59.   Joining WCLawNet

  62.   If you are interested in carrying WCLawNet on your BBS please fill out the
  63.   WCLAWNET.FRM file and submit it to the WCLawNet Administrator.  Submissions
  64.   may be made either electronically (by calling the WCLawNet Hub BBS) or by
  65.   mail.  Further instructions for application are in the file WCLAWNET.FRM.

  71.   The WCLawNet Administrator is responsible for the day to day operation
  72.   of the network, assisting new members, resolving technical problems and
  73.   operating the network hub.  Conference Moderators have been assigned to
  74.   monitor traffic in specific conferences.
