government The 1984 constitution describes
the African Party for the Independence of
Portuguese Guinea and Cape Verde (PAIGC) as
`the leading force in society and in the
nation`, but was modified 1991 to legalize
other parties. Although Cape Verde chose
independence, the title of the original party
that served the two countries was retained.
The constitution provides for a 150-member
national people`s assembly, all nominees of
PAIGC. The assembly elects the president, who
is head of both state and government. Policy
has been determined by the PAIGC, as the
ultimate political power, but since 1991
opposition groups have been allowed to
operate and in 1992 a multiparty electoral
commission was established.
