designated not to be built on but preserved
as open space (for agricultural and
recreational use). The scheme was launched in
the UK in 1935, and the term generally
referred to the `outer ring' proposed in the
Greater London Plan by Patrick Abercrombie
(1879-1957); Abercrombie envisaged a static
population in this ring, with new towns
beyond it.
