  8. areas such as the depressed inner cities.
  9. Industrial and commercial property are exempt
  10. from rates, development land tax and from
  11. certain other restrictions. The Isle of Dogs
  12. in London's docklands was extensively
  13. developed as an enterprise zone during the
  14. 1980s.
