To associate a file extension with a program : (All Windows versions vary slightly - XP shown)
From your windows control panel select "Folder Options" and click the "File Types" tag
Locate the .HTM extension in the list. If your browser is not shown next to "Opens with" then click the "Change" button.
Locate your browser and double click it.
