Generally, here's what you need to do:

1. Locate a web site on the CD-ROM that you like. [Use the Preview Page!]
2. Copy the web site to your computer.
3. Create your web site using the template as a starting point.
4. Upload it to your Internet Service Provider. [How to upload your site to XOOM]
5. You're Done!

You may want check out some of the other tutorials, as well.

Since you're already comfortable working in "raw HTML" you may want to delete the commenting throughout the HTML files to lessen the size of the files. HTML comments always start with a "<!--" tag and end with a "-->" tag. Just remove the tags and everything in between them if you don't want them.
