 Return Beginning-of-Year

   Function:   XPboY()

   Syntax:     XPboY([dVar]) --> dBoM

   Arguments:  dVar is a date, defaults to date() (ie. today).

   Returns:    the 1st date of the year

   Usage:      XPboY(XPstod('19911215')) --> XPstod('19910101')
