Developers that build desktop and shared solutions with either MSDE for Visual Studio 6.0 or Office 2000 Developer can distribute these solutions to end-users royalty free. In addition, MSDE allows developers to offer the enterprise-class reliability of SQL Server including features such as merge replication, point-in-time recovery and dynamic backup-and-restore. MSDE is tuned to provide optimal performance at up to 5 concurrent users and supports up to 2 gigabytes of data.

A: MSDE is a data engine and does not have its own user interface for database design. Therefore, Microsoft includes a copy of SQL Server 7.0 Developer edition for creating and designing MSDE databases using the SQL Server 7.0 Enterprise Manager.
SQL Server 7.0 Developer edition, while being a full copy of the SQL Server 7.0 product, is licensed only for the individual use of the Visual Studio 6.0 developer to build and test solutions built on MSDE (as subject to the terms and conditions of the attached end user license agreement).
If preferred, developers can also create MSDE databases via the Access 2000 User Interface or via the Visual Studio development environment. The SQL Server 7.0 Developer edition simply provides the most comprehensive design-time environment for applications to be built on MSDE.
