Hitch-hikers' raffle tickets

This scheme used to operate in Eastern Europe. The idea was that potential travellers could buy books of lottery style tickets from a central state monitoring organisation, then hitch wherever they liked, giving every driver a ticket. At the end of the month a draw would be held to reward the lucky winner. It promotes the pooling of cars, and legitimises the hitcher above the level of scrounger.
