Badge for social responsibility

A way to involve children, at least in small communities, in looking after (and also being responsible for) those things that children were previously vandalising - could be by means of some publicly acknowledged promise, for example scouts or girl guides taking a badge for public responsibility, or a secular confirmation service (as in Norway), to include a promise of the acceptance of some social work. Items that might need social action of some sort could include dog droppings on pavements, litter, garden and park plants stolen or dug up and vandalised telephone boxes and automatic chocolate machines.
