Small-scale borstal

An interesting social experiment in Denmark that could be adapted for the UK is the household-sized communal borstal. In Denmark this has been tried for ten years now and is called Miljoerne.

It consists normally of some four inmates and three staff (and any staff children). There are about ten such borstals, mostly based in farms. The farming provides a sense of responsibility, with looking after animals and routine work; and everything is decided communally at table by the inmates and staff.

These mini-borstals are considered a success, and are able to run on the same per capita costs as the big institutions.
