Sprouted food in famine areas to save on fuel

It might save on fuel in famine areas if beans, seeds or even wheat grains, could be sprouted for eating rather than cooked. Eating sprouted food seems to be practised almost exclusively by the mandarin classes in the UK and the States and by some hippies; but could not international aid be along the lines of airlifting healthier food that needed no cooking?
