Negamiles non-car commuting allowance

Adapted extract from an article entitled 'Rebel with a cause' by Jeremy Webb in New Scientist (Feb 11th '95).

The public and private sectors could work together to develop Negamile markets to help to keep cars off the road, says energy expert Amory Lovins. Companies could charge their employee to park in the company car park, for example. At the same time, employees would be paid a 'commuting allowance' which, after tax, would offset the charge. If employees then decided to catch trains, ride bikes, or even walk to work, they could pocket the difference. The scheme could be carefully priced so the company makes a profit. Lovins says that the authorities in Southern California have designed such a scheme.
