Auction the whale

Adapted from The Economist (June 27th '92) monitored for the Institute by Roger Knights.

If 'whaling quotas' were put up for auction by the International Whaling Commission, those governements that oppose whaling could attempt to buy out those that want to continue, or environmentalists could buy up whaling rights and then not use them.
