Matisse/Lt. Surge uses only electric Pokemon, so your Ground and Rock Pokemon will take them out quickly. If you have the Dig technique equipped on a Pokemon, use it! Voltorb isn't that tough, and the Pikachu can be defeated with a little work, but beware of Raichu in this battle; her Thunderbolt attack can defeat your Pokemon if their levels are too low. Bring some Paralysis Cures/Para-Heals in this battle since many of the electrical attacks can shock your Pokemon numb.
