block_fold

      tag: <string>
      open flag: <yes/no>
      indent: <number>

 This converts the marked block into a fold with the specified tag and
 specified indentation. If the open flag is yes, then an open fold is
 generated, else a closed fold is created.

 eg:  block_fold "I/O handler" no 8
