character_tab

 This types the a tab at the current cursor position. Whether this inserts
 or overtypes depends on the setting of the insert/overtype flag set by
 setup_insert.

 To do this it either inserts a ^I (character 9) into the text or the correct
 number of spaces to move to a column that is a multiple of the tab size.
